DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 19,1996; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on August 19, 1996.
Commissioners present were Nancy Pope Schlangen and Bob Nipper;
Commissioner Barry Slaughter was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; the media, other staff
and a number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
As the governing body of the Sunriver Library County Service District, discussion
of approval of the budget for the District. This primarily has to do with the
building project and the purchase of shelving and books, providing that the ballot
measure passes. A lengthy conversation occurred regarding what the various
individuals felt was important to a new library.
Due to questions regarding what constitutes a quorum of the budget committee
members, the item was continued to 1:30 PM today.

Discussion of a public hearing on Resolution 96-111, adopting a 1996-97
supplemental budget for Deschutes County, and making appropriations. Marty
Wynne gave a brief explanation of the item.
Discussion of a public hearing on the adoption of Ordinance 96-057, amending
Section 18 of Code, accessory uses. Catherine Morrow said that the Planning
Commission has debated this issue and agrees with staff regarding allowing an
accessory structure if it does not exceed 2,000 square feet, an operable garage
door, one floor, no plumbing and does not require plumbing or mechanical
permits.
This would help with code enforcement issues when people put up accessory
buildings that are then converted into illegal occupancy. Therefore, it would be
meant for storage or a garage.
Mr. Nipper asked that if someone built one of these structures and then built
their primary residence, and decided at a later date that they would like to have
water in the accessory building, what they can do. He was advised that they
could then get a permit for plumbing, windows and other features. They have to
apply for a residence for this to be allowed.
Ms. Schlangen asked about reducing the side yard setback requirement. Ms.
Morrow replied that they would have to meet regular setback requirements.
Discussion of signature of a contract with Serenity Lane. Frank Moore gave a brief
explanation of the DUI treatment services provided.
As the governing body of the Sunriver Library County Service District, discussion
of signature of a lease with Sun Village Realty, Inc. Brad Chalfant said this is a
one-year lease to temporarily house the Sunriver Library.
Discussion of signature of Resolution 96-112, setting a public hearing regarding
declaring the intent to transfer real property to Cascade Community

Development. This is the entity set up by the State Department of Human
Services and COCAAN.
Discussion of signature of a personal services contract with Jed's Woodworking,
Inc.
Discussion of signature of acceptance of a road dedication for Robal Lane and
Hunnell Road. Andy Crosby stated that this was part of a land use decision, and
said that it needs to be signed this week, per the title company.
Discussion of signature of an Order transferring cash within various funds of the
1996-97 Budget.
Discussion of signature of a minor partition plat, #MP -95-27, for E. R. Mills, in
Redmond.
Discussion of signature of a minor partition plat, #MP -96-21, for Hayden
Enterprises, in Redmond.
Discussion of signature of liquor license application renewals for the Brothers
Stage Stop, Alpine Foods, Wickiup Junction Store, and Eagle Mart.
Discussion of signature of a Mylar for Cascade View Estates Phase 5 subdivision.
Discussion of upcoming meetings: Administrative Liaison; Library Board;
Community Corrections; Community Development; the Assessor; Property
Management and Building Services; the District Attorney; and Solid Waste.
Discussion of a meeting with Alfalfa residents at the Alfalfa Grange Hall.
Mr. Nipper said he thinks they are being too hasty in passing Ordinance 96-085,
making the Hearings Officer's decision the final word in this instance. After
talking with Planning and County Counsel, he wants this discussed further and
brought up for a potential re -vote.
Ms. Schlangen shared a document showing fiscal year-end income and
expenditures for the 9-1-1 County Service District.
