A meeting of the Board of County Commissioners was held on November 6, 1995. Commissioners present were Nancy Pope Schlangen and Barry Slaughter. Commissioner Bob Nipper was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of signature of Resolution 95-130, initiating the Turquoise Road, Agate Road, Crater Road, Obsidian Road and Opal Lane local improvement district. Staff said there are 191 lots, and they have come in with 117 petitions supporting the district. Discussion of signature of a grant agreement between Oregon Reference LINK Services and the Oregon State Library. This continues Deschutes County providing support services for six other counties, which began in 1994. Staff indicated that this is for services through August 1996 for the Redmond Library building project. It should be completed on time and within the designated budget. Discussion of Board endorsement of the $20,000 small grant fund for community services projects. Bruce Abernethy, representing the Commission on Children & Families, stated that this funding will be used to encourage youth to identify needed community services projects throughout the County. The submissions will be judged by a panel, including three youth, and the funds will be distributed per their decisions. They are not sure what kind of submissions they will get, but they left it broad to see what comes in. Some will be for structural, maintenance or repair purposes, and some might be for volunteer type work. Another hope is that service groups will also get involved and match the Discussion of approval of an amendment to an agreement with the Oregon Human Resources Department. Discussion of removing real properties from the Deschutes County land sale auction list. Brad Chalfant said there is one located at the corner of O'Neil Junction and Highway 97 where there are questions regarding the foreclosure process. Regarding another property, a person has indicated an interest in repurchasing property he used to own; he had already contacted Commissioner Nipper. They had six years to do this but now are coming forward at the last minute. Transcription of Audio Recording of a Work Session, November 6, 1995 Page 2 of 4 Mr. Chalfant is concerned because the properties have been advertised for a while, and some people have invested in visiting the properties and paying for title information. Mr. Quinn, the previous owner of both lots, then spoke. He said he thought he had paid the taxes. He said he can get the money within the next couple of days. He added that he knew taxes were due, but he was on a very limited income and just couldn't afford it. He said he contacted the County in 1992 to ask about setting up a payment plan, but never heard back. Mr. Chalfant stated that there is some question as to whether there are code enforcement issues on the properties. Commissioner Slaughter had concerns about any liability the County might have had. The total owed on the properties is now about $1,000. There are a number of travel trailers on the properties with no permits. Mr. Chalfant asked that the Board give some indication on which way they want to go so staff will know how to proceed. Commissioner Schlangen said that she doesn't see any reason to take them off the auction, since the owner has had six years and knew about it. Commissioner Slaughter agreed. Discussion of signal ure of a final partition plat for MP -94-25. Discussion of signature of an agreement with Wayne Robison regarding site plan approval for a mini -storage facility in Terrebonne, Files SP -94-90 & CU -94-141. This did require a zone change. Discussion of signature of a settlement agreement regarding Cascade Pumice Company. Staff reviewed the draft agreement. Cascade Pumice agreed to close up operations wiLhIn four years, and will mine continuously until then. Staff went into other parts of the agreement at length. Discussion of sign tore of Order 95-152, authorizing the refund of taxes. Discussion of upcoming meetings: Joint City of Bend/County meeting at the City; Administrative Liaison; the Clerk; Community Development; Risk Management; Data Processing; Mental Health; the Commission on Children & Families; and a work session regarding Crown Pacific surface mining issues. Discussion of a work session with Community Development regarding code enforcement issues. Discussion of a mfg ting with Jefferson, Crook and Harney counties regarding Senate Bill 1145, at the Redmond Airport.
