A meeting of the Board of County Commissioners was held on November 20, 1995. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of whether to heal Appeal A-95-20, an appeal of the Hearings Officer's approval of application SP -95-60 for the Latter Day Saints Church. Bruce White indicted that staff recommends the Board not hear this appeal, because the 120 - day period will expire this week. This lets everyone know that the final outcome will be determined at LUBA. There was a lengthy discussion as to whether the original approval had expired and other issues relating to the application. Gary Judd explained that this is in Whispering Pines near Deschutes Junction, and there are 90 lots, with homes on 43 of them. There is more than 60% support for looking into formation of the LID (the owners of 57 properties). Commissioner Nipper would like to see the Road Department notify the property owners in an area of what it might cost before the engineer's report is done. Tom Blust stated that there is no way to know this number until the engineer's report is done; otherwise it would be guesswork. People come to the County to initiate the LID. It doesn't cost them anything for the engineer's report. They can make a choice to support it once they know the cost per lot. Discussion of signature of Resolution 95-073, initiating the vacation of a portion of Big Buck Road off Wilt Road, north of Sisters; and signature of Order 95-099, accepting the engineer's report and setting a public hearing date. Tom Blust said the owners of adjacent properties in Fremont Canyon subdivision have requested this. There are two roads that provide access to BLM land, and the BLM does not care which road is vacated as long as one remains. They would actually like more control of access to public lands. Discussion of signature of a proclamation observing World AIDS Day, on December 1. Discussion of signature of a sound permit for the AIDS Day Candlelight Vigil on December 1. Staff explained that there have been 36 people test positive in the County since the epidemic started, and 21 people living with AIDS; they know that 13 citizens have died of this disease as of December 1994. People need to recognize this is a reality. Discussion of approval of a petty cash fund for the Ready -Set -Go program. Discussion of signature of Richard and Sharon Mooney's partition decision, as heard by the Board. Staff provided an overview of the issues. Discussion of signature of a conditions of approval agreement for The Greens at Redmond, which is new. Discussion of signature of a plat for a minor partition to create two parcels to separate the hotel site from the sales office at Eagle Crest. Discussion of signature of a plat to convert the existing hotel units at Eagle Crest to condominium units on a parcel zoned MUA-10. Discussion of signature of Order 95-165, declaring the results of the November 7, 1995, election regarding the Public Safety Facility. Discussion of signature of a Human Services subcontract with the Residential Assistance Program. Discussion of signature of a final partition plat for MP -94-25 for the Littletons. There will be fewer lots in the final development from what was originally requested. Discussion of signature of a final plat for River Meadows First Addition subdivision. Discussion of signature of a final plat for Phase III -C of the Broken Top Subdivision. Discussion of signature of a Mylar for RMP -94-08. Discussion of signature of a liquor license application for the Crooked River Railroad Company. There were two bids for the same property, one with a contingency that was removed. Nineteen properties were sold for $221,000. Discussion of whether to buy the little blue house near the County complex for $73,000. This is the last property that needs to be acquired. Discussion of signature of a final plat for Camden Park East, a 19 -lot subdivision on Ferguson Road.
