DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 30, 1995; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on October 30, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
, agenda.
Discussion of a public hearing on the Knapp partition remand from LUBA. Bruce
White explained that the hearing is being held to advise the parties of what is
going on, and offers them an opportunity to comment on whether the decision
the Board is considering is consistent with LUBA's remand order.
Discussion of signature of a local agency agreement for an enhancement program
project for Ferguson Road. Tom Blust provided an explanation of the item, which
has to do with improvements including bicycle paths.

Discussion of approval of a supplemental agreement No. 1 with ODOT regarding
the Fall River Drive bridge. This is a bridge replacement project.
Discussion of the addition of magazines to the list of mandated recyclables for
curbside recycling. This will include phone books as well. The DEQ has just put
out a study and the County's recovery rate is about 23%, and they need to get to
25%. The Ordinance will need to be amended.
The haulers and the recycling team agree, and the County will continue to divert
as much material as possible out of the landfill stream. There was a lengthy
discussion about the program.
Discussion of signature of a personal services agreement with Elliot and Marlene
Morrison. Both are doctors and partners, and they provide some psychological
treatment services.
Discussion of signature of an indemnity agreement for the American Red Cross
firewood program at Knott Landfill. Mike Viegas said this program involves the
Corrections Department as well. The County will be serving as a distribution
point for firewood donated by citizens that the Red Cross is distributing to needy
parties.
Discussion of signature of Resolution 95-138, appropriating new grant funds for
the Health Department. Susan Mayea gave a brief overview of the necessity for
the Resolution.
Discussion of approval of a business loan to Tesseract Group, Inc., a software
company. Individuals from COIC spoke at length about the request, and
recommended approval.
Discussion of approval of a personal services contract with Peter Dobert regarding
the La Pine Community Action Team. A grant came from the U.S. Forest Service

to do a community action plan there. A consultant was hired after interviews
with some of the Team members.
Discussion of approval of a standard Deschutes River conservation agreement for
LM -95-166.
Discussion of signature of a final plat for Phase III -B of the Broken Top Subdivision.
Discussion of approval of a settlement agreement regarding Cascade Pumice.
Bruce White said that they are still trying to work out the details of the agreed -to
decision.
Cascade Pumice would like to start mining, and the neighbors prefer this as well
since there will be less dust generated during the fall and winter months. They
will start operations near the closest homes first for this reason.
Discussion of approval of Ordinance 95-073, codifying Title 22 of Code. This is the
land use procedures ordinance; Mr. Isham needs to clarify some of the language
with the planning department.
Discussion of signature of Order 95-160, declaring the intent and ordering the sale
of real property by private sale. Brad Chalfant said this is a remainder property
along a road on Northwest Way in Redmond. The County has no use for it and
only the adjacent parties would find it useful.
Discussion of the purchase of the armory property. Additional paperwork needs
to be signed to be able to generate a check for this purpose.
Discussion of upcoming meetings: Community Development Department; an
executive session under pending or potential litigation; regular meeting with
Department Heads; Health Department; and the Commission on Children &
Families.
