DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 9, 1995; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on October 9, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of approval of a Resolution authorizing bond anticipation notes for the
Bend Library County Service District. Rick Isham said that this Resolution will
allow the District to close on the purchase of the armory building.
Discussion of a public hearing to receive remonstrances on the Riverwoods Drive
and Lakeview Drive local improvement district.

Discussion of a continued public hearing on the Deschutes County Code
enforcement policy and procedures manual. The Board has the latest version of
the manual after a few changes have been made. There was a lengthy discussion
about how much authority the County would have to cite or to assess fines
against offenders.
Discussion of signature of a contract with LRS Architects for a space needs study
for the Road Department. This was discussed at length last week, so the language
of the agreement was changed to make it very specific as to what the Board
wants to see happen. Also, ODOT is interested in sharing some space and has the
funds to do so.
Commissioner Slaughter thinks that there is enough knowledge and expertise in-
house for County staff to do this, without hiring an architect. Staff explained that
this is not in the scope of their work, and feel that it is better to hire an expert.
This is true, especially considering ODOT's involvement. ODOT has agreed to pay
about $5,000 towards this work. This will affect the working environment of at
least 70 people.
Commissioner Nipper said he is disappointed that they are using a Portland firm
rather than someone local. (A long, heated discussion ensued, that involved
several department heads.)
Commissioner Schlangen said various departments are saying they have space
needs, and it would be best to have an impartial firm figure this out rather than
each department trying to show what they need is more important than the
others.
Discussion of signature of an annual intergovernmental agreement with the State
Office of Medical Assistance for targeted case management for the infant
program.

Discussion of approval of an out of state travel request to the AOC MHP Fall
Conference in Washington on November 6 and 7. This is for training for Mental
Health personnel.
Discussion of approval of funding two youth community projects. Staff explained
these projects are meant to increase community service work. Commissioner
Nipper began to criticize in earnest, dictating at length what kind of work should
be done and how to do it. Staff said that these are projects that have been done
many times over years throughout the State.
Discussion of approval of seven providers recommended to receive a child care
block grant. There were seventeen applications, making the decision difficult,
especially since the total amount is just $28,000. They narrowed it down to ten,
then seven who will receive some funding. (A summary was reviewed with the
amounts requested and the amounts to be awarded.)
Discussion of signature of an assignment of lease and assignment of sublease
from Telecomm Systems, Inc. to Westlink Company on an Awbrey Butte
transmission site.
Discussion of signature of a declaration of dedication of County -owned land along
Northwest Way in Redmond. This is a narrow strip of land that is unbuildable,
and staff feels this could be sold to an adjacent private property owner. It would
eliminate the County having to maintain it.
Discussion of the adoption of Ordinance 95-063, amending Title 15 of Code
regarding buildings and construction.
Discussion of the adoption of Ordinance 95-064, amending Title 16 of Code,
addresses and road names.
Discussion of the adoption of Ordinance 95-065, amending Title 17 of Code
regarding subdivisions.
Discussion of signature of a conservation easement for Carolyn Chambers. Mr.
Nipper said he had a conservation with Ms. Chamber's attorney, who said they
don't have a problem with a conservation easement.

Discussion of signature of Order 95-145, assigning the name of Wildwing Road to
an unnamed road.
Discussion of signature of Resolution 95-131, supporting the Oregon Department
of Transportation Highway 97 Corridor Strategy. ODOT is starting to consider the
transportation corridors with the most problems, which are those of highest
significance. Highways 97 and 20 fall into this category. They can then begin to
be project specific and get them into the statewide transportation improvement
plan.
Discussion of signature of Order 95-154, amending Order 95-075, an imprest cash
account for commissary disbursements. This is in regard to operations at the
County jail.
Discussion of signature of a restrictive covenant with Kenneth and Rae Ellen
Swearingen on File #SMA 95-19. This has to do with developing a homesite within
250 feet of a surface mining site that happens to be owned by the County, outside
of Sisters. It is not an active site, and this is the last parcel in the area that has not
yet been developed. The mining site is screened from the other properties by
land and vegetation anyway.
Discussion of signature of a plat to convert an existing multi -unit complex to
condominium units on Ridge Hawk Court at Eagle Crest. Staff explained that this
is a matter of reacting to current market conditions.
Discussion of signature of a plat for a minor partition to create two parcels of 1.51
acres and 2.9 acres at Eagle Crest Resort, file #MP -95-11.
Discussion of signature of a plat to convert the existing hotel units at Eagle Crest
to condominium units, file #CP -95-2.
Discussion of upcoming meetings: CERT prioritization meeting; Solid Waste
update; Risk Management; Mental Health; and a joint meeting with the City of
Redmond.
Discussion of a meeting with PBS, where a production crew is filming regarding
the local "Support Our Seniors" program. This will end up going nationwide.

Commissioner Slaughter said he heard from someone who lives near the store
just west of Wickiup Junction, who was upset regarding planned changes to the
intersection. He is worried about affecting local businesses.
Commissioner Slaughter has been asked if the County can move the Veteran's
Day holiday to the day after Thanksgiving, because that is when people are paying
their taxes. Commissioner Schlangen noted that Veteran's Day is a national
holiday. Commissioner Nipper thinks this is totally a bad idea. Mr. Isham said this
is in union contracts and cannot be changed.
