A meeting of the Board of County Commissioners was held on October 16, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
As the governing body of the Bend Library County Service District, discussion of
proposals for bond anticipation notes. Mike Maier gave an overview of the RFP
process.
A presentation of Central Oregon Economic Development Council videotape.
Carol Woodard gave an overview of the video and then ran it for the audience.

Experts agree that it appears this area has developed a very sophisticated
marketing program, which is directed towards encouraging economic
development in the State and this region in particular.
The bonus of this area is its natural beauty, but they also had to show the
competitive advantage of businesses relocating here after the devastation of the
economy in the 1980's.
Discussion of approval of the award of a contract for a truck -mounted asphalt
distributor. Larry Rice provided an overview of the item. This is the second part
of the purchase, the first being the cab and chassis.
Discussion of signature of Resolution 95-123, initiating the vacation of a public
right of way, and signing Order 95-136, accepting the engineer's report and
setting a public hearing date. There was a lengthy discussion about the area,
Empire Drive, and how they are to provide access to residents and local
businesses.
Discussion of signature of an agreement with Mountain View Mall for space to
hold a flu clinic.
Discussion of approval of an out of state travel request for the CODE team to
attend a laboratory school. Sheriff Greg Brown said that this is the only
opportunity for these two employees to attend these classes on the west coast,
which are put on by the Department of Justice.
They have to drive to it because they have to take a large amount of equipment
with them. It will cost about $1,600, with the federal government picking up the
rest.
Discussion of the appeal of the Hearings Officer's decision on the Wal-Mart
garden center site plan. Paul Blikstad provided an overview of the item.

There are ongoing court proceedings regarding the Wal-Mart case, including one
at LUBA. This is an appeal by the Franklins, who own the Blue Spruce Motel,
based on an administrative decision. The appellant feels that they were given
proper notice, but the Hearings Officer indicated that they were not entitled to it.
Therefore, the situation has gotten more complex.
Discussion of authorization for Ralph Delamarter of the Library District to sign an
agreement with Tim Sercombe, regarding specific legal services for the Bend
Library project. This will be discussed in more depth this afternoon at a special
meeting.
Discussion of signature of Resolution 95-133, authorizing reimbursement bonds
for the new Community Development building. Rick Isham said they are getting
very close to acquiring the final piece of property that they need to go forward
with the project.
The architect agreement also still needs to be signed. A decision has not yet been
made whether they need a project manager involved.
Discussion of signature of a plat for a minor partition meant to create two parcels
of 1.51 acres and 2.9 acres, to separate the hotel site from the sales office at
Eagle Crest.
Discussion of signature of a plat to convert the existing hotel units at Eagle Crest
to condominium units on a parcel zoned MUA-10.
Discussion of a letter in which Deschutes County endorses Teens & Company.
This is a group that is going to hold an event at the Tower Theater. A number of
organizations in the area are endorsing this.
Discussion of Commissioner Nipper's request to meet with the teen pregnancy
task force.

Discussion about developing a burial fund called Dignity after Death, to allow for
proper burial of indigent persons. The existing process is not very dignified. The
County is responsible for these burials. They County is also supposed to contact
OHSU to see if they want the body for scientific study.
Discussion of signature of a final partition plat for MP -95-15.
Discussion of upcoming meetings: the La Pine Industrial Group, Administrative
Liaison, the Library, Community Development, the Assessor, the Sheriff, and the
District Attorney.
Discussion of a meeting regarding a public works space needs study.
Discussion of a committee that Mr. Nipper is involved in, and the topic of flow
control.
