A meeting of the Board of County Commissioners was held on October 2, 1995. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda. Discussion of the appointment of a pool of people to serve on the Board of Equalization. Susie Penhollow said that House Bill 2891 is now effective and this is a requirement. The Clerk selects members from the pool of citizens. Discussion of approval of the award of a contract to Bryant, Lovlien and Jarvis for a land use zoning study. Transcription of Audio Recording of a Work Session, October 2, 1995 Page 1 of 4 Larry Rice stated that this is a joint effort with the Surveyor and the Solid Waste Department regarding getting some of this property into the urban growth boundary. A lengthy discussion occurred regarding the land to be a part of this proposal. Much has to do with what the proper zoning would be. This process will take about six months. Discussion of approval of the award of a contract to LRS Architects for a space needs study. The Road Department and Solid Waste need more space for equipment and facilities, and meeting and conference space for staff and the public. Commissioner Nipper said he is not convinced they need more space, but is willing to look at the findings of a space needs study. Mike Maier said whether or not they need more buildings, they should get the existing facilities on the sewer system. Mr. Slaughter stated that he feels the GIS staff should be shared by the Assessor and anyone else who deals with maps. They should be located in the downtown area. There is some interface with Public Works, but other departments need these services as well. There may be interest from ODOT to house some of their equipment at the County's facility. There was a lengthy, heated discussion about whether more structures are justified, and where certain personnel should be housed. Discussion of approval of budget revision #2 of a grant award from the Oregon Health Division for fiscal year 1995-96. Discussion of signature of Order 95-140, declaring certain real property as surplus, to be sold at the November 9 land sale auction. Brad Chalfant indicated that there will be 31 parcels for sale. The location of the sale will probably be at the old armory building. A lengthy discussion took place regarding which properties would be included in the sale. Discussion of signature of a personal services agreement with B.J. Fowler for auctioneering services at the land sale auction. Some of the properties are from the Lower Bridge area that were subject to the local improvement district foreclosure. The Commissioners said that they are getting complaints about shooting in the river areas where it is not allowed. Also, some residents of adjacent properties that are not a part of the no shooting area wish to be included now. Bruce White stated that he doesn't think the Department of Fish & Wildlife will be open to expanding the area this soon. He said they will need to reconvene the task force to review this issue. Discussion of signature of a DSL grant to delineate wetlands in La Pine and Wickiup Junction. Discussion of Chair signature of a notice declaring the result of the Ponderosa Pines Water District board election. Discussion of approval of a lottery fund business loan to Central Oregon Baking Company. The property is across the Crooked River near Smith Rock State Park. Mr. Nipper was upset that the new language was not used, making it an agreement. A lengthy, heated discussed ensued. Discussion of the appointment of Jacques DeKalb to the Deschutes County Public Safety Coordinating Council. Discussion of signature of a replat of Lot 6, Block 1, of View Acres in Redmond. Discussion of signature of a final partition plat for MP -95-26. Discussion of upcoming meetings: Library Board of Trustees; Department Heads; Health Department; Commission on Children & Families; and Property Management. Discussion of the Association of Oregon Counties' conference in La Grande.
