DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 7, 1995; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on August 7, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of adoption of a decision of approval of a conditional use permit for a
nonfarm dwelling for Donald Madsen. Kevin Harrison provided an overview of
the item. In spite of an appeal, this has been approved administratively, by the
Hearings Officer, and eventually the Board. Findings have been prepared by the
applicant's attorney and reviewed by County Counsel.

The last appeal would be to LUBA. The applicant's attorney would have to defend
it if this occurs. A lengthy discussion then ensued.
Discussion of approval of the award of paving for the recycling center. Al Driver
said the Board has approved funding for this, and there was only one bid from
Bend Aggregate and Paving. This will include the area for wood waste.
Discussion of approval of the award of a contract for the construction of the
Lakeview Drive, Apache Road and Galen Road local improvement districts. Dennis
Morris provided an explanation of the process and the projects. The winning bid
came in lower than the estimated cost.
Discussion of approval of attendance at the APWA School at the Public Works
Department. This is for continuing education and Deschutes County is hosting it.
There will be probably more than 50 attendees.
Commissioner Nipper complained about the traffic moving too fast onto Ferguson
Road from Ferguson Court, and asked the Road Department to look into
establishing an exit lane.
Discussion of signature of an agreement regarding Aetna and Medicare for
electronic billings for flu clinics. Deschutes County is the first one to handle billing
in this manner.
Discussion of signature of an agreement for a sub -grant for the Commission on
Children & Families' Ready, Set, Go program.
Discussion of signature of Order 95-127, designating a newspaper for the
publication of the 1995-96 Deschutes County foreclosure list. Brad Chalfant
explained the foreclosure process at length.
Discussion of approval of an appointment to the Historical Landmarks
Commission, and an update on the Historic Preservation Office.

The new Director, Michael Houser, provided an overview of the item and current
projects, both within and outside of the city limits. Jack Nelson of Redmond has
been recommended for the Board.
The Board asked about the situation with the Bend and Prineville Railways, and
Mr. Nipper asked about proposed plans he has heard about that involve
rebuilding the Pilot Butte Inn. Mr. House was not aware of any of these things
being in the plans, and observed that the Inn project would be a very expensive
proposition.
Discussion of approval of a letter to the Oregon Department of Transportation,
requesting matching funds for Commute Options Week. Steve Jorgensen stated
that if the County loses its historic railroad depot, it would cost a considerably
larger amount of money to rebuild a replica someday.
He indicated he hopes ODOT can find some funding to go with the money
allocated by the County to demonstrate and promote all the different types of
alternative transportation. ODOT had committed to this verbally, but now says
there are no funds
Discussion of signature of Order 95-128, transferring cash within the 1995-96
Deschutes County Budget.
Discussion of approval of the reappointment of Paul Stell and Bob Hagerty to the
Weed Advisory Board.
Discussion of approval of liquor license application renewals for the La Pine
Bookstore, Paulina Lake Resort, East Lake Resort, Mountain High Golf Course,
Deschutes Fly and Tackle, Hampton Station, Widgi Creek Golf Club, Quail Run Golf
Course, Ferguson's Terrebonne Market, Terrebonne Mini -Market and BP Station,
Three Creeks Lake Store, Sunriver Shell, and the Greens at Redmond.

Discussion of signature of Orders 95-096 and 96-120, authorizing the refund of
taxes.
Discussion of signature of a Mylar for Rockridge Phase I Subdivision.
Discussion of signature of a minor partition plat MP -4-95.
Discussion of upcoming meetings: Administrative Liaison; the Clerk; Community
Development; Risk Management; Data Processing; Mental Health Department; an
executive session; the Commission on Children & Families; Public Works and Solid
Waste regarding space needs; Sheriff Greg Brown; and an Association of Oregon
Counties' meeting at Eagle Crest Resort.
Discussion of drafting a letter to Governor Kitzhaber supporting Ron Nelson's
appointment to the Water Resources Board.
Discussion of drafting a letter to Governor Kitzhaber supporting Stan Madsen for
appointment to the Water Resources Board for the Klamath and Rogue Basins.
Mr. Nipper would like someone who is supportive of farming interests as well as
outdoor recreation.
Mr. Nipper said he is the guest speaker for a Kiwanis Club luncheon, and will be
giving an overview of what he feels are his accomplishments since he became
Commissioner. This will include efforts to reorganize departments, including
Finance; and demonstrating cost savings to the citizens of the County based on
his efforts.
Commissioner Schlangen said that she and George Read will be meeting with the
owner/editor of The Bulletin regarding various issues.
Commissioner Nipper said that the local building tradespeople are very
supportive of the changes being made in Community Development and the
building division by Director George Read.
Commissioner Schlangen stated that there are some concerns in La Pine regarding
parking at the library, Park & Recreation and other public facilities. She will be
speaking with Tom Blust to find out what it might cost to make improvements.

There was a lengthy discussion regarding SB 1145 and its ramifications to the jail
and other services.
