A meeting of the Board of County Commissioners was held on July 24, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
George Read introduced Tracy Allen, a new assistant planner, who started work
today. She is from Union County.
Discussion of approval of authorization to waive bid, payment and performance
bonds for equipment purchases. Staff explained that doing this will reduce the
price of the equipment to the County by about 10%. This equipment will be used
for blade patching and chip sealing, primarily in places where they need a single
axle, such as cul de sacs and other tight locations.

Discussion of the desire of ODOT to address the Wickiup Junction location, which
they feel is an extreme safety concern with the Highway and the railroad tracks.
They want to put in a turn pocket as soon as possible.
Discussion of approval of a fencing contract with Mike's Fence Center to furnish
and install fencing at the Knott and Negus landfills. Mr. Slaughter wants to know
what is going to happen long-term with things like the County wood yard.
Discussion of approval of an out of state travel request for two Surveyor
employees to attend a surveying and mapping conference.
Discussion of approval of an out of state travel request for Ralph Delamarter, for
the Pacific Northwest Library Association Conference.
Discussion of approval of a Resolution of Interest in siting a State juvenile
corrections facility in Deschutes County. Brad Mulvihill explained that as part of
the SB 1 criteria, the County has to be involved in the discussion. They are hoping
this will end up in Jefferson County.
A lot of this type of proposal is coming about due to the passage and results of
Measure 11— more criminal activity, lack of proper parole oversight and so on.
Commissioner Schlangen moved approval of signature, Commissioner Nipper
seconded, and it passed unanimously.
Discussion of signature of a 1995-96 personal services contract with Doug
Reinthal for his facilitation of a skills building program for youth. Mr. Mulvihill
explained the types of projects involved.
Discussion of approval of an appointment to the Deschutes County Planning
Commission. Two candidates were interviewed, and Paul Bianchina is
recommended.

Discussion of signature of Resolution 95-110, authorizing Nancy Pope Schlangen
to approve weekly accounts payable vouchers, liquor license applications, and any
final plats during the week of July 31, 1995. Mr. Slaughter will be on vacation,
and Mr. Nipper will be visiting Washington, DC.
Discussion of approval of Ordinance 95-053, repealing Ordinance 89-016
regarding placement of handicapped accessible mobile homes. This is part of the
code review and update process and relates to a hardship mobile home
placement in the RS and RM zones.
Discussion of signature of a modification of an existing intergovernmental
agreement between Crook, Jefferson and Deschutes counties, and COIC. This will
modify the regional strategies plan regarding administrative fees. The Board
would like someone from COIC come to the Board business meeting to explain
the changes.
Discussion of approval of an appointment to the Deschutes County Bicycle
Advisory Committee. There are two applicants. The Board will decide before the
Board business meeting.
Discussion of signature of a conservation easement as a condition of approval for
Fred Kubena.
Discussion of signature of Ordinance 95-052, correcting a clerical error.
Discussion of signature of a Mylar for Obsidian Estates No. 2 subdivision.
Discussion of signature of liquor license application renewals for the Alfalfa Store,
Coho Grill & Catering Service, Sisters KOA Campground, and Moose Lodge #20903
in La Pine.
Discussion of approval of the appointment of Parker Johnstone to the Dog Control
Board of Supervisors. Mr. Nipper moved approval because there is a hearing the
next day; Ms. Schlangen seconded, and it was unanimously passed by vote of the
Board.

Discussion of signature of a conditions of approval agreement for James Hull, to
construct an industrial building in an MC zone.
Discussion of upcoming meetings: Administrative Liaison; the Treasurer; Court
Administration; and Secretaries.
Mr. Slaughter said he is meeting with various citizens in La Pine regarding the
water situation there. There are a number of issues of concern.
