DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on May 22, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of a public hearing on A-95-8, an appeal of the Hearings Officer's
regarding a bridge clearance at Crosswater.
Scott Johnson, Health Director, gave a lengthy overview of recent happenings at
the State legislature. Among these are HB 3180, which would result in changes in
the management of the Child Protective Services program.

Mr. Johnson asked that the Board sign a letter he has drafted, detailing the
Board's concerns.
Discussion of a public hearing on Resolution 95-071, adopting a regional strategy
plan, and recommending submission to the Oregon Economic Development
Commission and approval by the Governor.
Discussion of signature of the acceptance of a right of way deed of dedication for
the Huntington Road and Coach Road connection, adjacent to the La Pine High
School. This was part of the Baldwin Herndon Trust and BLM property settlement
some time ago.
Discussion of signature of Resolution 95-051, initiating the vacation of the alley in
Block 26 in the Laidlaw/Tumalo plat; approval of the engineer's report, and the
signature of Order 95-064, setting a date for a public hearing.
Discussion of approval of the award of a contract for the removal of the old Cline
Falls Bridge. It should be gone by June 30.
Discussion of the approval of the award of a contract for the construction of the
Locust Street Bridge in Sisters.
Larry Rice explained that they have approved, at the staff level, the movement of
over -height mobile homes and boats over Cooley Road, which is now completed.
They cannot get the mobile homes under the construction portion of the new
structures for the parkway, until the project is completed. For the next year or so,
they will have to move these structures over surface streets.
Discussion of approval of Ordinance 95-008, amending Title 2 regarding the
Library Board of Trustees.

Discussion of the approval of a business loan for Access Express. Susan Mayea
stated that this is for $25,000, and there will be about $30,000 worth of collateral,
including vehicles and wheelchairs.
Discussion of approval of a business loan for Rocky Mountain Bar -B -Q Sauces.
Susan Mayea gave an overview of the proposal.
Discussion of signature of Order 95-090, transferring funds within certain Solid
Waste funds.
Discussion of signature of a declaration of dedication from Bob Butler, plus a
declaration of dedication from the County to the public, for Rock View II
subdivision, which is adjacent to Crook County near Smith Rock. This is a one -foot
non -vehicular access strip at the end of the right of way.
Discussion of signature of a conditions of approval agreement for East Side
Gardens on 27th St. in Bend.
Discussion of signature of a conditions of approval agreement for an industrial
building on American Lane in Bend.
Discussion of approval of a wild and scenic management plan.
Discussion of approval of appointments to the Deschutes County Investment
Advisory Committee.
Discussion of signature of a final plat for Sun Pointe Phase I, a subdivision in an RS
zone off Eagle Road in Bend. Mr. Isham said there is some controversy because
this comes on the heels of the new SDC program, and there are questions as to
whether subdivisions like this one will need to comply with the new rules. The
developers do not feel this is equitable.
It was computed as if it were a collector street, but it isn't yet and won't be until
there is a new transportation update completed.

Discussion of signature of a liquor license application renewal for the Sunriver
Resort.
Discussion of upcoming meetings: Administrative Liaison; the Clerk; and the
Court Administrator.
There was a lengthy discussion about trying to schedule a long meeting with the
U.S. Forest Service regarding alternative planning or preferred alternatives to
their master plan.
Mike Maier explained that they have been given an outline and a proposal to
panel its bond measure issue differently than it ever has been done in the past.
This is in particular for the Redmond Library District. It is not a new concept, but
would be new to the County. Edward Jones made the submission. Mr. Maier
gave an overview of the proposed process which would mean marketing the
bonds locally.
