A meeting of the Board of County Commissioners was held on June 19, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of a public hearing — a TEFRA hearing for the Hospital District authority
bonds, and signature of Resolution 95-079.
Discussion of a public hearing on text amendment 95-4 for Title 22 of County
Code.
Discussion of the adoption of the fiscal year 1995-96 budgets for all County
service districts and for Deschutes County.

Discussion of the reappointment of Donna Owens to the Solid Waste Advisory
Committee.
Discussion of signature of Order 95-101, vacating a public utility easement within
the old Brooks -Scanlon logging road. Tom Blust said this is where the new
Elkhorn Estates subdivision will be located, near Brookswood Boulevard and
Powers Road.
Discussion of the bridge removal project at Cline Falls, which will occur sometime
today.
Discussion of approval of a Children's Trust Fund contract for teen parent
services. This item was delayed for a week.
Discussion of approval of a services agreement with Serenity Lane. Roger
Kryzanek explained that this has to do with drug and alcohol treatment services.
The other, somewhat similar agreements are with Rimrock Trails and Rogue
Recovery. One is a program to have a family support team; another is for youth
services. Mr. Kryzanek went into a lengthy explanation of the various programs
and services, and introduced some of the treatment providers, who also spoke
about the programs.
Discussion of signature of a contract with Central Oregon Community College for
the nursing program.
Discussion of signature of an agreement with the State Children's Services
Division.
Discussion of signature of an agreement with the Child Development and
Rehabilitation Center.
Discussion of signature of a subordination agreement for parks system
development charges to accommodate permanent financing of the bill Healy
Center. Bruce White explained that this allows these charges to be a part of the
overall financing package, with installments. A lien was placed on the property to
do this, placing the County in second position behind the bank.

Discussion of the adoption of Ordinance 95-038, to add policies to the
Comprehensive Plan to encourage the formation of nonprofit land trusts.
Discussion of signature of a renewal of the Taylor Grazing lease for 150 acres near
Alfalfa for the Doyles.
Discussion of signature of a personal services agreement with Bancroft Appraisal
Services for the appraisal of potential new landfill sites. Brad Chalfant said the
Board asked for this to be done on the two prospective sites.
Discussion of an agreement regarding the removal of rock from the demo landfill
for use by ODOT.
A lengthy discussion of various properties owned by the County that need
maintenance or removal, including some potential issues with asbestos.
Discussion of signature of an amendment to the standard form agreement with
Barber -Barrett -Turner, Architects. Staff advised that a construction manager is
advisable for projects this size.
Discussion of signature of Order 95-103, assigning the name of Memorial Lane to
an unnamed road.
Discussion of signature of Order 95-104, assigning the name of Scale House Road
to an unnamed road.
Discussion of signature of the final plat for MP -94-19, a two -parcel partition in an
RR -10 zone near Sisters.
Discussion of signature of a plat for Empire Corporate Park subdivision, located at
Empire Avenue and Britta Street.
Discussion of approval of the appointment of Lee Van Sickle and Fred Stahlman to
the Forest View Special Road District board of directors.
Discussion of approval of the reappointment of Ted Schassberger to the
Deschutes County Planning Commission.

Discussion of signature of Orders transferring cash within the Deschutes County
budget.
Discussion of signature of Resolutions transferring appropriations within the
County budget.
Discussion of upcoming meetings: Library Department; Community Corrections;
Community Development; Assessor's Department; Property Management and
Building Services; Sheriff's Department; and the District Attorney.
Commissioner Slaughter complained about a bill in the legislature that passed the
House and Senate that presumably permanently freezes salaries for elected
officials. He has asked for support letting the Governor know that this should be
vetoed. The other Commissioners agreed that this should be determined by
voters at the local level.
Discussion of approval of Ordinances 95-045 and 95-050, changes to several titles
in Code to make the various titles consistent.
Commissioner Schlangen said she is working with Bend Metro Park and
Recreation District and the School District to develop a youth soccer field on some
property between Bear Creek School and Ponderosa Park. This is a joint effort
between the two entities.
They are going to be clearing and removing brush, and wanted to know if they can
dispose of this material at the landfill at no cost. They also asked if they could get
some fill from the County at no charge. This could be up to $10,000 total.
Mr. Maier stated that he feels the Board should hold strong on waiving fees.
There are enterprise funds in the County that are dependent on these funds, and
once you open that door, it will be hard to close it. He noted that the Schools and
Parks have not been agreeable to the County even using their facilities for short-
term events at no cost.
