DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on April 3, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of a report on the proposed Old Deschutes Road Neighborhood
Association. Two residents of the neighborhood provided information on their
efforts to form an Association. There is a provision on Oregon Statute which
allows for this if approved by the Board, and can allow for a waiver of the $100
fee. Information has been acquired by staff regarding what the cities of Portland,
Salem and others have done.

The residents gave a long presentation about the proposed formation, what they
have done to date, and what they hope to accomplish in the future. Their
greatest concern is the development of 18th Street and Empire Avenue, as well as
widening Yeoman Road, and how much dangerous traffic that these changes
might generate.
They are also concerned about a new subdivision located across the canal, and
have contacted COIC to see if their property is going to be affected by this.
They have not yet developed any bylaws that are acceptable to the large number
of residents.
Bruce White noted that this is very complicated, especially when trying to
determine the needs of the neighborhood rather than a particular issue for one or
two residents.
A long, heated discussion then occurred.
Discussion of a public hearing on Ordinance 95-022, amending Chapter 18 of Code
regarding the flood plain zones. Staff gave a lengthy presentation on the
proposed changes. One option is negotiation or mitigation with the applicant.
The Board encouraged following that avenue.
Discussion of funding for COED, although Commissioner Schlangen said there is a
problem with the numbers, and where the funding comes from.
They want some BLM land to be obtained by the County but the County is not
inclined to obtain it and turn it over to the City.
Discussion of Commissioner Nipper's letter sent to the federal legislators asking
them to support the control tower construction at Redmond Airport, along with
the operations expenses.
