A meeting of the Board of County Commissioners was held on March 27, 1995. Commissioners present were Bob Nipper and Barry Slaughter. Commissioner Nancy Pope Schlangen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda. Discussion of the final public hearing regarding signature of Order 95-054, annexing the Sisters -Camp Sherman Rural Fire Protection District into the 9-1-1 County Service District. There have not been any objections. Discussion of a public hearing on signature of Order 95-055, annexing the La Pine Industrial Park into the La Pine Sewer District. There have been no objections to this action. Bruce White said the record was left open to make sure the timing is appropriate, but there appear to be no problems with this action. Discussion of a public hearing on Ordinance 95-001, amending the wildlife habitat combining zone. Catherine Morrow provided an explanation of the item, which fixes a couple of problems since the original adoption in 1992. This has to do with how roads are defined. Discussion of a continued public hearing on appeal A-94-21, of the Hearings Officer's denial of a land use application for Dan and Paula Lawyer (?). Staff explained that the Board made a trip to the property, and a report has been drafted with their observations. This needs to be read to the audience and they should be given a chance to rebut or comment. Mr. Nipper said that he has no problem with them building on the rocky outcropping, but doesn't want to see building happen on the prime farm land there. Discussion of a public hearing on Ordinance 95-018, TA -95-2, amending the procedures ordinance. George Read said this relates to the duration of permits, and is part of an update of the County procedures ordinance to fix some of the issues to make them consistent and to streamline the process. Commissioner Slaughter complained that he did not have full information yet, and wants to lay down the law that they will not put something on an agenda unless they have the information by the Thursday prior to the meeting. Discussion of signature of Resolution 95-049, supporting the Association of Oregon Counties' legislative priority on the transportation finance package. Coats, in the amount of $710,284. Discussion of signature of Resolution 95-048, accepting a petition to vacate a portion of Rocking Horse Road, accepting the engineer's report, and signature of Order 95-052, setting a public hearing. Discussion of the SDC study and a meeting staff had with the City of Bend to try to work out the details and the process. Mr. Slaughter said he would like to see the tourists pick up more of the burden for road maintenance. Commissioner Nipper complained that he wants staff to be sure that the Board has all the information and facts it needs prior to a meeting with the City. He does not want to be taken by surprise. Staff said that the process is just being initiated and there is not that much information to be shared yet. No one is expected to know it all at this point. The first item is to meet with constituents to get their ideas on the overall process. Everyone will be educated as this progresses. Mr. Slaughter wants to have a special work session on this issue so that it doesn't happen again. Staff and the Board complained about the lack of the City of Bend Council's participation in the public hearing regarding covered loads going to the landfill. This is primarily a City problem and they did not bother to show up. The Board feels it has done all it needs to address this issue. Discussion of approval of a partial release of security for a mobile home sold to the Barbers. This property was sold during a County auction, and is located on Elgin Avenue at 16th Street. It is a 1967 vintage mobile home. It was an eyesore at the time and continues to be. The owners would like to remove it and are asking that the County release this from security. There is adequate equity. The group is not happy about this but the County continues to try to work to find them another site. They have had more than adequate notice of this change. The County has nothing suitable and does not have the funds to improve land if it did; staff is working with the Park & Recreation District to see if they have property that might be suitable. Discussion of signature of Amendment #2 of the HMO Oregon contract with the Health Department. Discussion of signature of an intergovernmental agreement with OMAP with the Health Department. Discussing of signature of an acceptance of a deed of dedication for the Russells. Damian Syrnyk said that this relates to a road dedication for a new subdivision. Discussion of approval of a conditions of approval agreement for a commercial site plan review. Discussion of the adoption of Ordinance 95-013, adding a chapter regarding the Board of Supervisors to Title 2, regarding dog board hearings; and amending Title 6 of Code. This will establish a Dog Control Board of Supervisors consisting of citizens so that the Board no longer has to conduct these hearings. Discussion of a business loan for Pacific Science. Discussion of the final signature on a plat for Painted Ridge at Broken Top Subdivision, Phase 1. Discussion of signature of a plat on MP -94-38, creating a non-farm parcel less than the minimum size out of a farm parcel in the EFU-TE zone, in Terrebonne. Discussion of Board approval of several appointments to the La Pine Community Action Team. Discussion of signature of two Orders allowing tax refunds. Discussion of upcoming meetings: with the Treasurer; and the Court Administrator. Discussion of what it might cost to put Plexiglas in between the posts in the Clerk's window.
