A meeting of the Board of County Commissioners was held on June 12, 1995. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, various staff, and a large number of citizens. Items discussed at this meeting will likely be on a future Board business meeting agenda. Discussion of the approval of various service district budgets, including the Redmond library. Discussion of a public hearing on Ordinance 95-038, a text amendment to add a policy to the comprehensive plan to encourage the formation of nonprofit land trusts. This was a result of a mediation process to help protect open space and natural resources. Discussion of signature of the 1995-97 intergovernmental agreement with the State Mental Health Developmental Disabilities Division. Discussion of signature of a contract with CPA Bill Prodder, to review Medicaid funding and costs for two fiscal years. This is a requirement for receiving federal funds. Discussion of the renewal of a contract with the KIDS Center. Discussion of signature of a personal services contract with Dr. Jeff Hyde. The compensation will remain the same. Discussion of signature of a personal services contract with Dr. Morrison. Discussion of signature of a contract with Rimrock Trails for adolescent drug and alcohol treatment services. Discussion of signature of a contract with Rogue Recovery Services regarding alcohol and drug treatment services. Discussion of a request by Thomas Potter to withdraw a bid for the purchase of parcel 11, in the recent County property auction. Evidently this person wrote a check but stopped payment on it, and the Sheriff wants to prosecute. Staff feels that this would tie up the property. County Counsel feels that considering all the other issues that the County is dealing with right now, that this is not a high priority. This has never happened before. In the future, they will include language so that any future potential buyer will know there is a penalty for backing out of a purchase. Some of these are not actually used for grazing, but it allows the people to keep an eye on neighboring properties. This has helped to cut down on illegal dumping over time. Commissioner Nipper said he wants something done about the problem of illegal dumping on public lands. Staff said that there are issues regarding the use of County lands. They don't prohibit people from accessing them, but that means some people take advantage of it. It is a problem on public lands and on private lands as well. There is no simple solution to this problem, which would probably occur even if there were no fees to take trash to the landfill. Discussion of signature of a personal services contract with First American Title Company, regarding foreclosure notifications. Discussion of approval to transfer a parcel to Bend Area Habitat for Humanity. It is located off Milwaukee and 15th Street and would be developed into a duplex property. The second transfer would be to Newberry Habitat for Humanity. It is located in La Pine off Ash Road. It can hook up to the sewer system. Discussion of an appeal of the Hearings Officer's decision to approve a conditional use permit for a non-farm dwelling for Donald Matson. Staff explained that this has been appealed by an opponent. The Board will need to decide whether it wants to review this matter. Discussion of signature of Ordinance 95-047, amending Chapter 13 to adopt revisions. Staff said this has to do with housekeeping changes. There was a brief discussion with several members of the audience. Discussion of signature of a consent to transfer a recycling license from Bend Garbage Company to the Bend Recycling Team. A lengthy discussion ensued because there were several attorneys in the room at the time, and they could not seem to agree on certain terms. Susan Mayea gave a lengthy overview of the process and the yearly application. Discussion of approval of a video lottery fund grant application for the Support Our Seniors program. This is for actual materials necessary to help seniors, like building supplies. This may be expanded into a larger, regional program that includes the help of youth. Discussion of signature of an agreement with Access Express for the lease of a vehicle. This has to do with the Central Oregon Council on Aging. The vehicles are purchased with Section 16 federal dollars. Discussion of approval of an order refunding taxes. Discussion of signature of a Mylar for West Bend Village, Phase 2. Discussion of an upcoming Administrative Liaison with the Administrator and County Counsel. Discussion of a joint meeting with the City of Bend; a COED luncheon; a meeting with Central Oregon Park & Recreation District; and a meeting regarding the Mooneys. Discussion of an upcoming Board retreat.
