March 6, 1995; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on March 6, 1995.
Commissioners present were Bob Nipper and Barry Slaughter. Commissioner
Nancy Pope Schlangen was out of the office. Also in attendance were Rick Isham,
County Counsel; County Administrator Mike Maier; the media, other staff and a
few citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of the acceptance of a bid, and award of a contract for the La Pine
Community Campus. Staff recommended approval, based on the low bid as
received.
Discussion of a public hearing on approval and signature of Order 95-036, the
annexation of Sisters -Camp Sherman into the Deschutes County 9-1-1 County
Service District.

Discussion of a public hearing on Order 95-035, annexing the La Pine Industrial
site into the La Pine Sewer District. There will be a second hearing on March 29,
1995.
Discussion of approval of recommendations from the Solid Waste Advisory
Committee. Staff explained, referencing a memorandum. This related to
identifying the best site for a new landfill in Deschutes County. This included
continuing the lateral development of the current landfill until a new site is
procured. They still want to keep the two potential sites in mind as they decide
how far they can go with the existing landfill footprint.
Discussion of signature of a Triad contract for the Health Department. This work
includes a slide show and videotape to use for presentations to other County
Departments and various groups about the work the Department does. It would
also be shown at the annual County Fair in the County's booth. The maximum
consideration is $2,500, although the bid came in less than this. The
Commissioners were supportive.
Discussion of a County -wide vehicle forfeiture program and recommendations of
selection of companies to handle vehicle impounds. Sheriff Greg Brown said the
presentation will be given at the next Board business meeting.
This program goes back to 1992, and was the first in the State. The cities of Bend
and Redmond have followed suit, as have a few other counties and the State of
California. There is legislation being considered to allow this statewide.
Discussion of second reading and adoption of Ordinance 95-011, imposing a 1%
increase in the transient lodging tax. Mr. Isham provided an overview and the
fact that he has been having discussions with the different players in the system.
Not everyone is supportive. The Board can take action to formally withdraw if
desired.

Discussion of signature of a lease with the Deschutes County Historical Society for
space in the Deschutes Historical Center. The new lease will be clearer about the
terms of the agreement, who handles maintenance and repairs, and other issues.
Discussion of signature of Resolution 95-040, transferring appropriations in the
current budget.
Discussion of signature of Resolution 95-041, excluding PERS contributions from
gross income for federal tax purposes, for the Black Butte Ranch County Service
District.
Discussion of signature of Resolution 95-039, appropriating new grant funds for
the Health Department.
Discussion of signature of Order 95-047, correcting Order 95-038, insurance fund
transfers.
Discussion of signature of Resolution 95-036, adopting a supplemental budget
and making appropriations in the current budget.
Discussion of signature of a conservation easement for the property owned by
Jerry and Kathleen Larson.
Commissioner Nipper said he heard from Chris Hansen regarding Country View
Estates someplace off Yeoman Road. He is complaining that the County granted
approval for a subdivision across the canal that is for 6,000 square foot lots. He
thought there is supposed to be a 100 foot setback from canals.
Staff explained that this is only for natural rivers and streams. Development just
has to be off the irrigation district's easement. Easements are computed as part
of the gross acreage as well. George Read said he will talk about this with the
Board at their next department meeting.

Discussion of approval of the appointment of several citizens to the County Farm
Board of Review.
Discussion of approval of appointments to the Deschutes County Planning

Discussion of signature of a replat of Redmond Memorial Cemetery.
Discussion of upcoming meetings: Administrative Liaison, Solid Waste update,
and with the Interagency Council at the Redmond Airport.
There will be meetings on Friday with legislators in Salem, and with the
Association of Oregon Counties, District 2.
