April 24,1995; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on April 24, 1995.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting will likely be on a future Board business meeting
agenda.
Discussion of the annual report from the Deschutes Mitigation and Enhancement
Committee. Representatives explained the projects they had been involved in,
and their plans for the future. A lot of their work had to do with a hydroelectric
project located across from the Mt. Bachelor Village area.

This work involved a lot of different agencies, and agreement was reached to the
satisfaction of most people. The goal was to protect the habitat of fisheries in the
area, and everyone was able to work together towards that goal.
A lengthy presentation was given, and there was a long discussion about the
project and the group.
The Commissioners spoke among themselves for a moment, and then Chair
Slaughter told the audience that items #7, 8 and 9 would not be discussed today.
Those will probably be discussed next week.
Staff pointed out that postponing these items may delay closing on the new
recycling center transaction, which is scheduled for Monday. The Board said they
may be able to talk about the items on Wednesday. Mr. Slaughter prefers that
this be done in executive session.
Discussion of signature of a memorandum of agreement on the cultural resources
management plan.
Discussion of a public hearing on Ordinance 95-024, on the right to farm. The
next Board business meeting is in Sisters, so this will be addressed there. It is
likely that people from the Farm Bureau will be present.
Discussion of adoption of Ordinance 95-018, amending Chapter 22 of the
procedures ordinance. Staff said that some changes were made and the Board
wanted more time to review them. Mr. Nipper was concerned that this would be
giving the Planning Director too much power.
Discussion of signature of an amendment to a personal services contract with
David Evans & Associates for a preliminary assessment of the southwest landfill.
Al Driver explained that this company has already been doing some work there,
and DEQ has expanded the parameters of the study.

Commissioner Nipper asked Road Department staff if there has ever been a plan
to redo the Powell Butte Highway.
Discussion of a signature of a contract with Serenity Lane for DUII treatment
services for indigent clients.
Discussion of approval of the fiscal year 1996 annual health plan grant
application.
Discussion of signature of Resolution 95-061, authorizing Department Heads to
sign personal services contracts up to $5,000; and to sign other contracts up to
$20,000. Mr. Nipper is concerned that this is not clear enough when it comes to
contracts up to $20,000. A lengthy discussion ensued.
Discussion of signature of Resolution 95-062, declaring May 2, 1995 as Volunteer
Appreciation Day in Deschutes County.
Discussion of signature of Order 95-068, authorizing the refund of taxes.
Discussion of signature of a Mylar for Wishing Wells Subdivision, Phase 4, for 21
lots in the RS zone.
Discussion of signature of a Mylar for a replat of lots 7, 8 and 9 of the Bid
subdivision.
Discussion of upcoming meetings: Administrative Liaison; Treasurer; and the
Court Administrator.
