Wednesday, October 4, 2017
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Phil Henderson and Anthony DeBone. Commissioner Tammy
Baney was absent. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive
Secretary. No representatives of the media were in attendance.
CALL TO ORDER: Vice -Chair DeBone called the meeting to order at 10:00 a.m.
PLEDGE OF ALLEGIANCE
CITIZEN INPUT:
• Commissioner Henderson shared a piece of family memorabilia. An American flag made
by French citizens had been presented to his grandfather in World War II with the phrase
In Liberty and Friendship embroidered on the back of the flag.
• Commissioner DeBone commented it is his Mom's birthday today.

Nancy Tyler, Health Services, presented this item to request approval of a contract with
Telecare for a 16 -bed secure residential treatment facility. Ms. Tyler explained the
funding process and level of care provided for the service.

Treatment Home
Nancy Tyler, Health Services, presented this item to request approval of a contract with
Telecare for two residential treatment homes each with 5 beds providing 24 hour/7 days
per week level of support. Ms. Tyler explained the funding process as well as level of
care provided for the service.

Emergency Diversion Services
Holly Harris, Health Services presented this item for consideration and explained the tri -
county partnership for emergency services diversion program for health care for
population under the age of 18.

Doug MacBeth and Dawn Holland from Dawn's House approached the Board to give an update
of services provided by Dawn's House to the community for women's recovery homes and
provide 15 beds for women typically coming out of a correctional or treatment program. Mr.

MacBeth thanked the Board for a discretionary grant received from Deschutes County last year.
Mentoring services help the woman find jobs, transportation, and health and food services;
MacBeth would like for Dawn's House to become a County contractor (presumably to access
funding for mentoring services). Transitioned over 100 women since opening their doors in
2014. 40% of women come from Parole and Probation. 88% of the women were homeless
before coming to their homes. TMacBeth will start conversations with the Department of
Health and Human Services.

10:41 a.m.
