A Resolution Extending Workers' Compensation
Coverage to Deschutes County Special Weapons * RESOLUTION NO. 2017-048
And Tactics (S.W.A.T.) Tactical Medic
Volunteers on November 1, 2017
WHEREAS, Deschutes County recognizes that given the extremely hazardous nature of tactical law
enforcement operations and the remote locations in which they often take place there is a need to add Tactical
Medics to the Deschutes County Sheriff's Office S.W.A.T. team, and
WHEREAS, Deschutes County generally relies on volunteers to fill the role of Tactical Medic for the
Deschutes County Sheriff s Office S.W.A.T team, and
WHEREAS, ORS 656.031 requires a resolution of the governing body declaring its intent to cover
volunteer personnel through its workers' compensation program, and
WHEREAS, Deschutes County currently provides Specified Hazard Insurance for Tactical Medic
Volunteers, and
WHEREAS, Deschutes County will keep and maintain an active roster of Tactical Medic Volunteers
for reporting purposes now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. Deschutes County elects to provide workers' compensation coverage to Tactical Medic
Volunteers effective November 1, 2017.
Section 2. Deschutes County will terminate the Specified Hazard Insurance for Tactical Medic
Volunteers effective November 1, 2017.

Tactics (SWAT) Tactical Medic Volunteers on November 1, 2017

BACKGROUND AND POLICY IMPLICATIONS:
Since its inception in approximately 2006, the Sheriff's Office SWAT (Special Weapons and
Tactics) Team has included tactical medics. Historically, tactical medics were hired as reserve
deputies and covered under the County's workers' compensation program as an employee. To
qualify as reserve deputies, prospective tactical medics had to successfully complete the
reserve deputy academy. This involves 400 hours of specialized training over a period of
several months.
The Sheriff's Office currently has several trained medical professionals with certifications
ranging from EMT Basic to M.D. that are interested in becoming tactical medics but do not
wish to become reserve deputies. They have requested that they be covered under our
workers' compensation program. This change would not result in an increase of exposure to
the County's workers' compensation program since tactical medics have always been covered.
Resolution No. 2017-048 would extend workers' compensation coverage to tactical medical
volunteers starting November 1, 2017. This change was requested by the Sheriff's Office and
is supported by Risk Management.
