DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 29, 1997; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on December 29,
1997. Commissioners present were Nancy Pope Schlangen and Bob Nipper.
Commissioner Linda Swearingen was out of the office. Also in attendance were
Rick Isham, County Counsel; County Administrator Mike Maier; the media, other
staff and a small number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing on adoption of Ordinance 97-075. George Read
said this has to do with the collection of SDC's for Bend Metro Park & Recreation
District. He gave a lengthy overview of the issue.
Discussion of approval of an Ordinance relating to the collection of transient room
taxes.
Discussion of second reading and adoption of Ordinance 97-067.

Discussion of second reading and adoption of an Ordinance regarding the
Sunriver unincorporated community.
Discussion of the decision on the appeal regarding Cascade Pumice Corporation.
This has been reviewed by the developer's attorney, and some minor changes
have been made.
Discussion of signature of an Order abandoning the McCall local improvement
district. This was located off J.D. Ranch Estates Road.
Discussion of an appointment of a Redmond resident to the Bicycle Advisory
Committee.
Discussion of the parking lot project at Smith Rock State Park. Staff said that it is
ready for paving. The State Parks District will be in charge of the actual paving
project.
Discussion of approval of the Community Youth Investment Project. Staff
provided an overview and said it is ready for implementation. There will be
quarterly updates to the Board. The plan has been approved by the Commission
on Children & Families and the Local Public Safety Coordinating Council, and now
requires Board approval.
Discussion of approval of a request for out of state travel. This is for a conference
on balancing provisions on policing, prisons and prevention. Commissioner
Nipper stated that he would like to attend the same conference, which will be
held in San Francisco. A lengthy discussion ensued.
Discussion of consideration of a motion to declare the current detention center as
a dual purpose facility for both short-term retention as well as multi-purpose
treatment services, to accommodate House Bill 3737. Commissioner Nipper
moved approval; Commissioner Schlangen seconded, and it was unanimously
passed.
Discussion of signature of Resolution 97-116, repealing a previous resolution.

Discussion of approval of an intergovernmental agreement regarding the
collection of fees.
Discussion of signature of a Change Order regarding adding secure wiring to the
Justice Facility project.
Discussion of a public request for information regarding whether a project is
paying prevailing wage.
Discussion of approval of extending the current foodservice agreement, while the
new provider, Aramark, gets up to speed. The current provider is not, of course,
very happy with this situation.
Discussion of approval of two Orders authorizing the refund of taxes.
Discussion of approval of appointments to various special road district boards of
directors.
Discussion of signature of a Resolution transferring funds among various budgets
in the current budget.
Discussion of an appointment of a Commissioner to the AOC steering committee,
starting the first of the year.
Discussion of future plans regarding ABHA.
(At this point, the tape put forth a very loud hum and it was not possible to pick
up all the items of conversation.)
A lengthy discussion of Mr. Nipper's interest in reporting to the Governor's Office
regarding issues of seriously at risk youth. He spoke about some new programs
being used in other areas that have been able to turn around some of the most
juvenile youth.
