A meeting of the Board of County Commissioners was held on December 15, 1997. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of signature of a Resolution initiating the formation of the Deschutes Public Library District. Michael Gaston and Rick Isham explained the item and the process at length. Discussion of adoption of Ordinance 97-073, regarding transient room tax. Marty Wynne said he met with representatives of the industry and got some feedback. As a result, some language has been adjusted regarding reporting requirements. Some of the reporting requirements have been tightened. This is for the Residential Treatment Center which just opened and has eight residents, which will increase soon to eleven. A lengthy discussion of the upcoming vote and details of the public works union contract, and whether the County should be officially closed for the day after Christmas. Discussion of approval of an amendment to the agreement with the State regarding the Parkway project. This eliminates the demolition landfill site material as a source of fill for the project. Discussion about concerns regarding needed safety improvements to the Tumalo intersection. Tom Blust said there is a meeting already scheduled to talk about this further. Discussion of signature of Order 97-159, authorizing the refund of taxes. Discussion on whether to hear an appeal of the Hearings Officer's denial of variance to a minimum road standard in Terrebonne. A lengthy discussion of approval of Change Order #6 for approximately $54,000, regarding the Community Development building project, for additional electrical work and heat matting for the sidewalks, and additional sidewalks to other buildings. A lengthy discussion regarding some Americans with Disability Act issues with the new building, as pointed out by CORIL. The Board and Administration were unhappy with the requested changes. A lengthy discussion about the possibility of mass transit being required in the near future. At this point, the tape went to a loud hum and the conversations were not audible.
