A meeting of the Board of County Commissioners was held on December 8, 1997. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of a continued public hearing on Ordinance 97-082, regarding allowing flexibility in the front yard setback for the RS zone. This will mirror what the City of Bend already does. Discussion of a public hearing on Ordinance 97-067, amending Chapter 15 regarding signage. Staff explained the process and there was a lengthy conversation. Discussion of signature of an intergovernmental agreement to allow the Health Department to facilitate the Oregon Health Plan application process. Discussion of approval of a renewal contract with Evergreen Home Health Services to provide services at Park Place. Discussion of the need for adult foster care facilities in Deschutes County. The State is aware of this. Staff will be analyzing some CDGB opportunities as they arise. Commissioner Nipper said that they perhaps should consider buying the Plaza Motel next door to the County for that purpose or some other public purpose. Staff said they had looked at the Palmer Motel for this type of use as well. Discussion of approval of the PSRB contract with the State, which moves the County under the State's tort liability limits. A lengthy discussion of potentially partnering with St. Charles on a psychiatric hold program. Discussion of signature of Resolution 97-154, authorizing a land use exchange regarding the City of Sisters and the Cyrus family. There will be a public hearing as well. Discussion of the Ogden Wayside bridge project, including the timeline and whether there will be a bid process for work there; or if it will be handled by the State regarding the RV portion of the area that the County wants to see developed. Discussion of developing an Ordinance so the County can start taking the tax foreclosed properties and funneling some of these funds to the Redmond campus. Discussion of the upcoming County property auction, in the spring. Discussion of the possibility of a halfway house off Brinson Court. Mr. Maier said they are holding onto it, for trading stock if nothing else. A lengthy discussion then took place about grants, facilities, the State and other issues. Discussion of a contract for the purchase of a van through a capital assistance grant. This one will go to Dial -a -Ride. Discussion of signature of Resolution 97-149, establishing an imprest account for Finance. Discussion of signature of Order 97-130, transferring cash among various funds in the current budget. Discussion of signature of a liquor license application (the name of the establishment was not given). Discussion of signature of a grant agreement for detoxification and residential treatment services in the City of Redmond. Discussion of upcoming meetings: with the City of Redmond regarding transportation issues; the COED meeting regarding what has been going on at AOC; an urban growth boundary meeting with Bend; and an Emergency Services meeting.
