DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 6, 1997; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on October 6, 1997.
Commissioners present were Nancy Pope Schlangen and Linda Swearingen.
Commissioner Bob Nipper was out of the office. Also in attendance were Rick
(sham, County Counsel; the media, other staff and a Targe number of interested
citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of an agreement regarding the replacement electronic monitoring
equipment for Adult Corrections. Roland Gangstee gave an explanation, and
there was a lengthy conversation.
Discussion of approval of training for the new electronic monitoring equipment.
The company will cover all costs except airfare.

Discussion of a public hearing regarding Sun Ridge Manufactured Home Park. The
main issue has to do with transportation and roads. ODOT is involved in this
issue, as is the City of Redmond.
Discussion of a public hearing on the new Deschutes County Fairgrounds in
Redmond, regarding a variance application.
Discussion of approval of a contract with Residential Assistance Program,
regarding pass-through funding from the State.
Discussion of signature of an amendment of an intergovernmental agreement
with the Oregon Department of Corrections.
Discussion of signature of Order 97-128, transferring cash among various funds in
the current budget.
Discussion of signature of Order 97-151, designating a parcel of land near Smith
Rock Park as a County Park. This is tied in with the RV funds from the State, and it
will be leased to the State to operate it.
Discussion of second reading and adoption of an Ordinance regarding smoking in
the buildings.
Discussion of the appointment of Ron Walker, Sherry Kristofferson, John Roble
and Hank Fairbrother to the pool of candidates for the Board of Property Tax
Appeals.
Discussion of the appointment of Jerry Andres and Lee Smith to the Deschutes
County Budget Committee.
Discussion of signature of a Resolution approving various appropriations in the
current budget.
Discussion of Brad Chalfant's past service on the Deschutes Province Advisory
Committee, for local governments and the Tribes in regard to grazing and other
types of management of federal lands within the Deschutes Basin.

Since Brad has resigned, someone else needs to be appointed. Catherine Morrow
and Dave Leslie are willing to accept.
Discussion of approval of a land exchange with Midstate Electric Cooperative in
the La Pine area.
Discussion with Pat Gisler regarding the 2.5 acre zoning issue. Commissioner
Swearingen said she received a call from Roland White, representing individuals
who also own property zoned SR -2.5. They are going to file for a text amendment
within the next week.
She feels that the timing is perfect since there is more than one party looking to
make this type of change.
There was a very long conversation about the joint management agreement with
the City of Bend and how to address this type of change. This impacts a great
number of people in the northeast quadrant of the City regarding the
development of land there.
Mr. Gisler complained that regarding the northwest quadrant, he doesn't
remember a public process for letting Broken Top go in. He is concerned about a
hidden agenda in this situation as well.
The Board plans to review this and render a decision on the issue within the next
sixty days. Notice of the amendment will be sent to the City per the terms of the
joint management agreement.
The Board will meet next week with staff specifically regarding this situation to
better define the issues.
Discussion of upcoming meetings: Administrative Liaison and the Department
Heads meeting.

Discussion of a meeting regarding deregulation and direct access issues,
presented by Pacific Power.
Discussion of a call from Carrie Woodward, who wants to meet with the
Commissioners about Parks issues.
Discussion regarding the Donahoe property, which is part of a potential land
exchange for a detox center.
Citizen Fran Franklin asked to speak to the Commissioners regarding requiring
Wal-Mart to comply with its conditional use permit and its development
agreement.
She also complained at length about the cooperative improvement agreement
with the State regarding the Parkway.
