A meeting of the Board of County Commissioners was held on August 10, 1998.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda
Swearingen. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a small number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing on a community block grant from the Economic
Development Department.
Discussion of an appeal of the Hearings Officer's decision on the Dan Kiesow (?)
property. Damian Syrnyk provided a lengthy overview of the appeal for a zone
change to RS, urban standard residential, regarding the eastern portion of his
property.

Discussion and an update on the work of the Community Action Team in La Pine.
Staff met with Clarion & Associates about regional problem solving. Some people
have voiced concerns about this process creating a 'ghetto' with the transfer
development credit project and the perception they are taking away individual
property rights.
A lengthy discussion took place regarding the steps to take next, and the hoped-
for results.
Discussion of signature of a microwave tower lease agreement for equipment on
the Sheriff's building. This will result in better radio coverage for the Sheriff's
Office and other public safety entities.
Discussion of signature of an addendum to the OMAP agreement. This
agreement expands Oregon Health Plan coverage to all children under the age of
19, if eligible.
Discussion of the Central Oregon Regional Housing Authority and the construction
of an eleven -bed facility for the County to operate, located at the corner of 4th
and Quimby, for the severely and persistently mentally ill. The property was
donated, and will be called Emma's Place.
Discussion of an agreement authorizing the sale of general obligation bonds.
Marty Wynne provided a lengthy overview of the process.
Discussion of approval of an Order authorizing the refund of taxes.
Discussion of approval and the reading of a Proclamation to support the U.S.
Census 2000. The Board wants to encourage citizens to report accurately, as this
can affect federal funding for a variety of things.
Discussion of approval of the appointment of Barbara Stone to the Central
Oregon Housing Authority.

Discussion of signature of various liquor license applications. Mike Maier said he
will ask Sheriff Brown if the Board even has to deal with these. Commissioner
Nipper is concerned that by even being involved, this creates liability to the
County. He was reminded that it is the OLCC who approves the applications.
Discussion of signature of Resolutions transferring cash among various funds.
Discussion of two applicants for a Planning Commission position. Commissioner
Swearingen would like to take part in the interviews.
Commissioner Nipper said he is on the Committee for the Commission on
Children & Families, and he will be involved in a lot of visits to other counties.
Therefore, he will be out of the office for a while.
