A meeting of the Board of County Commissioners was held on July 27, 1998. Commissioners present were Nancy Pope Schlangen and Linda Swearingen. Commissioner Bob Nipper was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a small number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of a public hearing regarding signature of Order 98-105, annexing territory into Rural Fire Protection District #1. Discussion of a public hearing on the vacation of a portion of Masten Road and Pierce Road. Discussion of approval of three appointments to the Bicycle -Pedestrian Advisory Committee. Discussion of approval of a contract for the ESD for the Ready -Set -Go program, involving COCC. Discussion of signature of the Board's decision on the La Pine Industrial subdivision for the water facility. Discussion of approval of a personal services agreement with the Humane Society of Central Oregon. A lengthy discussion took place regarding how much to pay for boarding fees, and a guaranteed increase each year. They are being paid 40 cents per pound for cremation of unwanted animals, but this could go up to $1.00 per pound. Discussion of the exchange of real property with Oregon State Parks; this involves two residences that were purchased for real property in the Deschutes Junction area. These properties would serve to complement other property owned by the County. Discussion of an offer for a property in the La Pine Industrial Park. It is currently being leased by the Otteni's for the La Pine Forest Service Products Company, and they now want to purchase. It is a total of four acres, and they are offering $50,000 with 25% down and the balance financed at 10% for ten years. Discussion of whether to cooperate with the United Way with their 'loaned executive' program. The group thought that Commissioner Bob Nipper would be a good choice. Commissioner Swearingen said that Kim Worrell was asked but said he would be very busy during that time. She doesn't think he would be suitable for this kind of thing, either. Discussion regarding concerns regarding non -profits using space in the Juvenile Corrections facility without proper lease agreements. It is felt that Dennis Maloney just invited them to use space there without going through the proper channels. Risk Management is trying to figure this out.
