mostly funded from a federal grant.

Discussion of adoption of Ordinance 97-060, amending PL -20, the Comprehensive
Plan, relocating Burgess Road and Highway 97 at Wickiup Junction. Commissioner
Nipper noted that no matter what they do, there is going to be someone in La
Pine who is not happy with it.
Discussion of the adoption of Ordinance 97-054, amending the Bend Urban Area
General Plan to designate certain property for surface mining. This property is
located west of Century Drive, just east of Broken Top, and would be for 4-R
Equipment. This would be an expansion of their existing site.

General Plan map.
Discussion of the adoption of an Ordinance amending the Bend Urban Area
zoning map.
Discussion of the adoption of Ordinance 97-058, adopting Code Section 1.16.045,
private right of action. Staff explained that this says that if the County determines
it is not going to take enforcement action on one of its own Ordinances, a citizen
has a right to do so.
A citizen, Fran (?) explained that she has a real problem with this. These are
people who don't know the law and this kind of thing could cause a lot of
problems. There is a high potential for abuse that would create even more of an
issue.
If you have an ordinance in place and are not willing to enforce it, then you should
get rid of the ordinance. This is like asking people to arrest someone for a crime
because the police don't have enough time to do it.
A lengthy, somewhat heated discussion followed.
Discussion of the adoption of Ordinance 97-061, amending Code regarding the
County Clerk.

year budget.
