A meeting of the Board of County Commissioners was held on June 15, 1998. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. An annual report from the Deschutes River Mitigation and Enhancement Committee. Several members of the Committee distributed a memo and report, and explained what they had done and what they plan to do, through a lengthy slide show presentation. They also explained how their work is funded. Discussion of a public hearing on the fee schedule for the 1998-99 fiscal year Deschutes County budget; and its adoption. Discussion of signature of Resolution 98-072, establishing a recycling recovery rate goal. Timm Schimke said the State is requiring a new recovery rate goal of 32%. They are close to that now. It was 23% in 1996, based on 103,000 tons of disposal. In 1997 the disposal was about 10,000 tons less than that. They will also be able to take advantage of a 6% credit that the State has allowed for areas of waste reduction, such as composting and re -use. They need to reach the 32% goal by the end of 2001. There was a discussion about how much wood waste was moved from the demolition landfill site to Knott Landfill. Discussion of signature of Resolution 98-073, approving the list of disposal fee waivers and allocations. Discussion of signature of Resolution 98-091, the intent to transfer County roads to the City of Bend; and Resolution 98-092, the intent to transfer County roads to the City of Redmond. There has to be a public hearing first, after which time the roads will be offered to the cities. They will take over maintenance of the roads on July 1, per the intergovernmental agreements now in place. This has to be done again as the cities annex areas that are now within their urban growth boundaries. Transcription of Audio Recording of a Work Session, June 15, 1998 Page 2 of 6 Discussion of approval of setting a public hearing date on the vacation of a portion of Masten Road in south County. At this point, the road provides some access to the river. The land is private, but there is a public road roughed in that was established in 1907. Commissioner Nipper asked about increased liability to the private property owners if someone gets off the dedicated road and gets hurt. Staff pointed out that most roads have private property along them. Discussion of approval of the appointment of individuals to the Bicycle Advisory Committee board of directors. Discussion of signature of Resolution 98-074, Victims First and Victims Assistance assessment. District Attorney Mike Dugan spoke at length about the Resolution and the issue. Commissioner Schlangen asked about the ability to actually collect fees from offenders. There are several millions that have been uncollectible to this point. She was advised that the State Courts have been given a lot of money to implement a workable collections program. She was also advised that this is not handled through the courts, but instead through Corrections. They have been successful with their collection of various fees from offenders. Department Director Dennis Maloney also gave a lengthy explanation. Discussion of signature of Resolution 98-066, submitting to the voters the County- wide election of a three-year split serial levy to fund Sheriff's Office's services. Sheriff Greg Brown gave a lengthy overview of the item, detailing some final changes. The rate will be at 78 cents, and $1.12. Transcription of Audio Recording of a Work Session, June 15, 1998 Page 3 of 6 After this, they want to work on developing support for a permanent tax rate so they are not always having to be out there pushing for the next serial levy. This is disruptive and makes it harder to hire and keep employees as well. Discussion of approval of amendment #4 of an intergovernmental agreement with the Child Development and Rehabilitation Center. Dan Peddycord, Director of the Health Department, explained that they wish to continue their relationship with the OHSU to see clients with developmental disabilities here. OHSU pays for the entire program. Discussion of signature of a lease addendum with Barlow for adult probation office space in Madras. This is part of the interagency agreement where Deschutes County provides adult parole and probation services. This extends the timeframe but the rates remain the same. Discussion of approval of the sale of auctioned County properties. Patricia Maxwell pointed out that they had good attendance even with less advertising. Between the seven properties, they had gross proceeds of $270,000. Discussion of approval of an indemnity agreement for the Pacific Crest Triathlon event. Discussion of approval of an indemnity agreement for the Cascade Classics cycling event. DeeDee Malarkey, coordinator for the Regional Problem Solving project for south County, spoke at length. LCDC awarded another $35,000 for this project, to use for continuing outreach. There are about 1,300 people who did not receive information due to bad addresses or other issues. Most people felt that it was unrealistic to develop sewer systems in the area. Some want to be able to build where they cannot do so now. Transcription of Audio Recording of a Work Session, June 15, 1998 Page 4 of 6 She went into great detail about previous public gatherings and a survey that went to all residents, regarding what the local residents feel are the most important issues in their area. Road construction and maintenance problems kept coming up. About one-third of the respondents to the survey don't think there is anything to worry about regarding groundwater pollution. They seem to think they have good water and there is no problem. There was a long conversation about the idea of transfer development rights, which is being done in a lot of areas of the country. A consultant is being hired who has a lot of experience nationally with transfer developing right policies and programs. She gave an overview of the various federal, state and local agencies involved. She also spoke about a wide variety of upcoming meetings so the combined groups can address the issues of that particular part of the County with any citizens who are interested. Discussion of the acceptance of a deed of dedication for 11th Street in Redmond. Staff said is to complete a plat and involves six different properties around Hemlock and 9th Street as well. Discussion of signature of several Orders authorizing the refund of taxes. Discussion of approval of a liquor license application for a one -day event for the High Desert Museum. Discussion of signature of an intergovernmental agreement between Crook, Jefferson and Deschutes counties for administration of the Central Oregon Regional Strategies Program. This is through COIC and is the continuation of a contract with them.
