DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
March 2, 1998; 10:0041:15 AM.
A meeting of the Board of County Commissioners was held on March 2, 1998.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda
Swearingen. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; the media, other staff and a small number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of the Taylor Grazing Act fund projects. Parker Johnstone of Redmond
explained how the funds have been used. There are 46 people with permits for
grazing public lands. He went over the current applications for the $25,000
budgeted at length.

Discussion of a public hearing regarding the realignment of a segment of Nelson
Road. The City of Bend is involved because this is next to the Bend Airport.
Commissioner Nipper was upset because the City did not go through a public
process regarding the Airport master plan and extending the runway.
Staff explained that there will be more approvals needed as this progresses, so
there will likely be a public process through the City. They will probably be
present at the Board's public hearing so can be asked questions, or may even
have a presentation.
Discussion of signature of a Resolution calling for the Sheriff's serial levy and
adopting a ballot title. Sheriff Greg Brown and staff explained the process. There
was a lengthy conversation about the wording of the ballot title.
Discussion of approval of a request for out of state travel for a Sheriff's
Department employee.
At this time, the tape developed a very loud hum and it was impossible to hear
discussions regarding some of the agenda items.
Discussion of adoption of Ordinances regarding a no -shooting district expansion
effort. This allows for Oregon Department of Fish & Wildlife and Oregon State
Police to participate in the process.
There was also a discussion regarding the use of bows and arrows for hunting.
Commissioner Nipper felt that this type of hunting does not put residents at risk
like a rifle or other gun might.
Discussion of approval of several Orders refunding taxes.
Discussion of upcoming meetings.
