DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 11, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on January 11, 1999.
Commissioners present were Dennis Luke, Tom DeWolf and Linda Swearingen.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a small number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing on Ordinance 99-001, amending Title 19 of Code
regarding adding a new chapter for regulating destination resorts. Damian Syrnyk
provided an explanation of the item, which has been slightly modified since the
Board last addressed it. This also has to do with impacts on Cascade Highlands
near Broken Top.

This includes a new definition regarding overnight lodging in the Bend urban area,
among other things. There has been no public testimony and staff does not feel
that there would be any appeals.
There was a long conversation about how the City of Bend handles destination
resort situations.
Discussion of citizen complaints regarding a 156 -acre Byram Road property
located off Highway 20 and Alfalfa Market Road that is owned by the County,
regarding illegal excavation work taking place at the location to make a motocross
park.
A petition was given to the Sheriff's Office by adjacent property owners regarding
a lot of dumping, dirt bike riding and other issues on the property. This is a public
nuisance and the Sheriff's Office has spoken to the offenders a few times. They
wish to see the property closed off to motor vehicle use. This would not affect
anyone's access to their own property.
Commissioner Luke would like to see it posted as closed 'except by permit'. This
leaves an option if for some reason someone wants to legally use the property in
the future. A very lengthy discussion ensued.
Discussion of a public hearing regarding annexing territory into the Cloverdale
Rural Fire Protection District.
Discussion of approval of a real property lease for the Sisters Sheriff's Office
substation. This new location is necessary because the City is building a new City
Hall, and the Sheriff's substation will need to be elsewhere for a couple of years
while this takes place.
Discussion of approval of an Order setting the hearing date for the formation of
the Hereford local improvement district.

About 63% of the property owners are in favor of this even though the cost is
relatively high, due to having to fill and deal with a lot of rock.
Commissioner Luke demanded to know about the County taking the roads into its
maintenance program, and the additional costs involved. Tom Blust provided a
detailed explanation.
Discussion of approval of an Order setting a hearing for the formation of the
Paiute local improvement district, in Deschutes River Woods.
Discussion of signature of an acceptance of a deed for a one -foot reserve strip as
created with the Squaw Creek Recreation Estates plat; and a declaration of
dedication of this land for public right of way.
Discussion of Board approval of a modification of an intergovernmental
agreement between Benton County, Deschutes County and Jefferson County,
with the addition of Crook County to the ABHA group (the Accountable Behavior
Health Alliance). A long conversation took place.
Commissioner Tom DeWolf complained about the format of the Board agendas as
not being clear enough for the public to understand.
Discussion of approval of a Resolution transferring appropriations between
various funds. The two new Commissioners asked that these items be explained
in detail for a while and that appropriate documents be provided to them well in
advance.
Discussion of approval of a space agreement for Perky's Coffee in the Courthouse
building. A lengthy discussion ensued.
Discussion of a call from Kathy Emerson to temporarily use the old juvenile
detention facility for ESD school alternative purposes.
Discussion of approval of a bargain and sale deed to a property off O.B. Riley Road
in Bend.

Discussion of the Rainbow House facility to help the County's mentally
handicapped clients.
