DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 24, 1998; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on August 24, 1998.
Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda
Swearingen. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing on the adoption of Ordinances 98-040, 98-041, 98-
042 and 98-043. Bruce White explained at great length the details of how this is
related to the intergovernmental agreement with Bend regarding the urban
growth boundary.
Discussion of approval of an intergovernmental agreement for a lease in the
Sheriff's Office to the local office of the FBI. Sue Brewster and Sheriff Greg Brown
gave a lengthy overview of the arrangement.

Discussion of approval of Ordinance 98-052, regarding an arrangement with the
City of Bend regarding a uniform sign code.
Discussion regarding the idea of adopting a tree code, in conjunction with the City
of Bend.
Discussion of signature of Order 98-112, vacating all of National Lane, Secretariat
Drive, and Man of War Drive. These roads are being vacated as the result of a
replat of a subdivision in Aspen Lakes.
Discussion of approval of the acceptance of a deed of dedication for a roadway
that was dedicated in 1977 but the paperwork was never done.
Discussion of a waiver of bond requirement for the purchase of equipment for the
Road Department.
Discussion of approval of an out of state travel request to the Northwest Regional
Disaster Planning, Health and Medical Conference in Tacoma. Hillary Saraceno
provided an overview of the request. Most of the cost is being covered by the
Oregon Health Division.
Discussion of approval of an agreement for the STARS program in the Health
Department.
Discussion of approval of a personal services contract for Health Department
screening services.
Discussion of signature of a Resolution declaring the intent of the Human Services
Department to acquire property on Hill Street. This will be a replacement for the
current Park Place facility. A lengthy discussion regarding this property and
facilities in general then ensued.
Discussion of approval of a contract with Horizon Corporation for the medical
services as approved by the State for Mental Health patients. This is covered by
the Oregon Health Plan. There was a long conversation about the various services
being provided.

Discussion of approval of the final decision on the Dan Kiesow land use
application. Damian Syrnyk said that the parties have come to a suitable
agreement.
Discussion of a Committee decision to contract with Heery International for a
community campus.
Discussion of the possible transfer of a property off Johnson Road for a future
park facility.
Discussing of adoption of an Ordinance regarding a variety of non -conforming
uses. This will somewhat match what the City is doing, but the laws are slightly
different for areas outside the City.
Discussion of adoption of Ordinances 98-044, 98-047, 98-048 and 98-049,
regarding the chapter on transportation. Discussion was delayed for a few
additional days.
Discussion of a possible road improvement project for China Hat Road and Baker
Road. Steve Jorgensen gave an overview of the item.
Discussion of signature of indemnity agreements for (? — not stated).
Discussion of signature of Orders 98-120 and 98-121, authorizing the refund of
taxes.
Discussion of signature of liquor license applications.
Discussion of approval of an out of state travel request Dennis Perkins of CDD.
George Read explained the request. Mr. Perkins was appointed to the National
Building Review Committee; one of only a few from throughout the country to
hold this position.
A joint meeting and discussion of the Board of Commissioners with the La Pine
Water District Board. Susan Mayea introduced some of the District members at
this time.

There was a discussion regarding a water project that the County has been
supporting, but has heard that the Water District is not necessarily in favor of
happening.
The County is already pursuing grants and other activities, and wants to confirm
that this is what the community wants. At question is where to put the water
tank within the Industrial Park. One location might fit the community better but
will cost more.
Ms. Mayea went into great detail about the complications of the project. Water
Board members then spoke as well about the perceived lack of communication.
There were concerns about system development charges and hookup fees. A
long, heated discussion then took place about expectations and realities of the
project.
Discussion of upcoming meetings and schedules.
