September 21, 1998; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on September 21,
1998. Commissioners present were Nancy Pope Schlangen, Bob Nipper and
Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of signature of a collective bargaining agreement between Deschutes
County and the Sheriff's Office employees. Sheriff Greg Brown went over the
item in detail
Discussion of a public hearing on the adoption of Ordinance 98-055, amending
Title 18 to rezone certain property in Sunriver. Dave Leslie provided an overview
of the item.

Discussion of the adoption of Ordinance 98-056, to allow language regarding
guest ranches.
Discussion of a public hearing and consideration of adoption of Ordinance 98-057,
regarding a possible exchange of properties located in Smith Rock area and near
Highway 97. Rick (sham said the County owns two residential properties adjacent
next to Smith Rock State Park, and the proposal is to exchange those for two
properties in the Deschutes Junction area along the Highway 97 corridor.
They will have to work with State Parks because the appraised values are not
exactly equal. A lengthy discussion ensued.
Discussion of a final public hearing on the withdrawal of territory from Special
Road District #1, owner Jansen; and signature of Order 98-139 allowing the
withdrawal. County Counsel went into great detail about the reasoning behind
this request.
Discussion of a public hearing for the surrender and transfer of certain County
roads into the City of Bend's jurisdiction; and signature of Order 98-137, offering
the said transfer, per agreement.
Discussion of Reed Market Road and complaints about construction there. This is
a City project.
Discussion of Arthur Avenue. It was explained that it is part of the ODOT Parkway
project.
Discussion of signature of a contract for the supplying and installation of chain-
link fencing by low bidder Mike's Fence Center; for the back of the Sheriff's Office
compound.
Discussion of approval of the award of a bid for new hydraulic conveyors to
contract for quarry supplies. Staff asked for the low bid to be rejected due to
incomplete information, and considering it non-responsive.

Discussion of signature of Resolution 98-108, exempting a contract from the
competitive bid process. Bob LaComb explained that there is only one provider of
the services wanted, relating to setting up a Juvenile Corrections model in their
facility.
Discussion of approval of the Juvenile Community Justice Plan as requested by the
Governor's Office. Staff explained the Plan in detail, as well as the entities that
are supportive of it.
Discussion of signature of a contract with COAST for the receipt of Ryan White
grant funds.
Discussion of signature of a contract with HOST for the receipt of an HIV
prevention grant.
Discussion of signature of Order 98-138, changing the code reference format
within the County Code. This allows for clerical changes that will simplify the use
of Code.
Discussion of approval of an out of state travel request for Mary Anderson to
attend the National Conference on Domestic Violence. Mike Gerdau explained
the item. Much of the cost would be covered by grant funds. This will help the
District Attorney's Office with its caseload.
Discussion of approval of the award of a Bend Library moving contract to relocate
the books.
Discussion of approval of a letter of guarantee to the City of Bend for Bend Library
water usage.
Discussion of signature of Order 98-141, declaring the results of the recent
Sheriff's levy.
Discussion of signature of Order 98-142, declaring the results of the recent Library
operating levy.
Discussion of signature of Orders 98-124 and 98-125, authorizing the refund of
taxes.

Discussion of approval of the appointment of Henry Kelley to the Forest View
Special Road District board of directors.
Discussion of approval of the appointment of Jeff Whiting to the Deschutes Basin
Resource Committee.
Discussion of signature of liquor license applications for The Brand Restaurant and
Space Age Quick Market.
Discussion of signature of Order 98-136, changing the name of First Street in
Terrebonne Northwest 18th Street.
Discussion of signature of Resolution 98-099, transferring appropriations within
the current budget.
Discussion of upcoming meetings: Community Justice Leaders' Forum;
Administration; Fairgrounds; a meeting with bond counsel; budget update
meeting; and the Sheriff.
Discussion of the Budget Committee approving a supplemental budget for the
current year, followed by a public hearing and approval by the Board of
Commissioners.
