DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
September 22, 1997; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on September 22,
1997. Commissioners present were Nancy Pope Schlangen, Bob Nipper and
Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a large number of
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
A presentation and approval of Resolution 97-133, proclaiming September 23 as
Willie Nelson Appreciation Day. This was a request from the Cattlemen's
Association in recognition of Mr. Nelson's support of helping homeless and needy
families throughout the country.
Mr. Nelson is holding a benefit concert in Bend tomorrow starting at 4 PM. The
ticket sales will be given to the less fortunate people in the County. After a brief
conversation, Commissioner Nipper read the Resolution.

Discussion of a public hearing on the exceptions to Goals 4 and 11 concerning the
sewer system extension for La Pine and the Wickiup Rural Service Center. Staff
said there was no opposition at the Hearings Officer's hearing, so this should
proceed without delay.
Commissioner Nipper said he regrets that they did not take this extension up
Huntington Drive, since there will likely be a lot of growth there. Staff stated that
this won't change much unless the Regional Problem Solving program comes up
with that as a solution for the future.
Commissioner Swearingen pointed out that it was extremely complicated as it
was, as well as costly.
Discussion of approval of a cost-sharing agreement for the Big Eddy project. Staff
explained that this is meant to impede some of the erosion going on next to the
river.
Discussion of the final public hearing on Order 97-145, annexing the Wickiup
Junction area into the La Pine Special Sewer District, to take in the La Pine Rural
Service Center there.
Discussion of a public hearing on the vacation of a portion of Hood Avenue in
Sisters.
Discussion of signature of Resolution 97-130, accepting a petition to vacate a
portion of Cooley Road, to make way for the new shopping mall.
Discussion of approval of amendments #2 and #3 to the intergovernmental
agreement regarding Oregon Health Sciences University. This allows for more
funding for the CACOON program for children.
Discussion of approval of the clinical affiliation agreement with Central Oregon
Community College, which allows the student nurses to observe activities in the
public health arena.

Discussion of signature of an access agreement for the intoxicated driver program
fund with Serenity Lane. Frank Moore gave a brief overview of the agreement,
which is just a continuation of the previous contract.
Discussion of approval of an out of state travel request for Suzanne Smither for
specialized training.
Discussion of approval of an amendment to a lease with the State of Oregon
Water Resources Board, for space within the Deschutes Services Building.
Commissioner Nipper spoke about the Assessor's Office needing more space. He
was reminded that there are five people from the State working in their area
temporarily.
Discussion of approval of a lease to Bend Metro Park and Recreation District for
1.9 acres located off Simpson Avenue, where the BMX facility used to be. This
lease goes to 2005.
Discussion of approval of appointments to the Deschutes County Ambulance
Service Area Advisory Committee.
Discussion of the formal designation of the park next to the Courthouse, which is
yet unnamed.
Discussion of the second reading and adoption of Ordinance 97-058.
Discussion of first reading of Ordinance 97-057, amending the Code regarding
prohibited activities. This is at the request of Court Security, which has a problem
with people smoking in the building.
Discussion of approval of the reappointment of Jack Crowell to the Black Butte
Ranch County Service District board of directors.
Discussion of approval of an intergovernmental agreement between the State
Water Resources Board and the City of Sisters. This is to handle watching the
floodgates along Squaw Creek.

Discussion of upcoming meetings: Administrative Liaison; the Library; and the
Commission on Children & Families.
Discussion of an upcoming retreat for the Children's Foundation.
Discussing of a meeting with Representative Ben Westlund in Burns. Two of the
Commissioners are flying out of Sisters with Sheriff Greg Brown to attend the
District II AOC conference.
