A meeting of the Board of County Commissioners was held on June 8, 1998. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of signature of a letter to the U.S. Housing and Urban Development Department to apply for fifty rental certificates and vouchers. Cyndi Cook and another representative of the Regional Housing Authority explained this item to the Board. Transcription of Audio Recording of a Work Session, June 8, 1998 Page 1 of 5 These certificates are specifically for citizens with disabilities and those who are being helped for mental health problems, in Deschutes and Jefferson counties. She explained the amount that is available to help each person or family. Discussion of the comprehensive improvement assistance program by the Regional Housing Authority. This is for improvements to public housing developments. The units they handle are now about fifteen years in age, and there is a competitive process to obtain funding for capital improvements. Those who use this housing are considered having distressed or emergency physical needs. They would rather not have the units fall into dire straits before getting funds to fix them, but that seems to be the process many areas have to follow. Last year they were denied funding because the situation was not bad enough. They are asking for funds again this year, for things like water heater replacement, concrete repair, interior and exterior lighting, windows and other types of improvements. She went into great detail as to how HUD handles these types of requests nationally. Discussion of signature of Resolution 98-067, supporting the Redmond Renewal Agency option #1 out of three options. Representatives explained that Measure 50 and ORS 457 changed how things will be done regarding urban renewal. The City has two plans in place, one for the Airport area and one for the downtown area. They went into detail on what is covered under each plan. The Airport plan concerns mostly infrastructure; the downtown plan deals in great detail with a highway bypass. They are looking at the option that has the least impact on taxpayers. There was a very lengthy discussion about the ramifications of the different options. The cities have the power to decide, but need to present it to the County as part of the legislation. Discussion of a public hearing on an Ordinance regarding Title 18. Discussion of a public hearing on an appeal. Staff said that the property owner and Fish & Wildlife met last week on site, and agreed on a suitable homesite location near the barn. This does meet the wildlife area standards, so there will be a new site plan. Mr. Nipper said that it is ridiculous that the owner couldn't put the house where he wanted it. It won't make a bit of difference to the deer in the area. Commissioner Swearingen added that the greatest threat to wildlife in the rural areas is not where the buildings area, but dogs and fencing. Discussion of signature of an intergovernmental agreement with Jefferson County for operation of the SMART program. SMART in this context stands for supervision of high risk criminal offenders. The participants are the Sheriff's Office and the City of Bend Police Department, and Jefferson County is now interested in it as well. Discussion of approval of bids for a construction project in Whispering Pines subdivision. Discussion of approval of cleaning up and closing off a portion of Antler Road in Redmond. Discussion of approval of a memorandum of understanding for the transferring of jurisdiction of roads. Discussion of approval of a Resolution initiating the formation of the Deschutes County Library District. Discussion of signature of an Order initiating the formation of the Sisters Organization for Activities and Recreation. This will go on the next ballot for approval by the voters. Discussion of signature of an Order declaring the results of Library District election. Discussion of signature of an Order declaring the results of the Sheriff's levy election. Discussion of signature of a Resolution designating a stay of designation from the American Heritage Rivers Initiative, until more is known about the type of designation. Discussion of signature of several Orders transferring cash among various funds of the current budget. Discussion of the ODOT, City of Redmond and Fairgrounds situation, and Rick !sham's suggestion that someone with some transportation expertise get involved. He said he thought Steve Jorgensen would be a good choice for this kind of issue. A lengthy discussion followed. Discussion regarding development on the north end of Bend for the Home Depot store and issues with Cooley Road and Hunnell Road. One ongoing problem is the now vacant old drive-in theatre property. Discussion of the City of Sisters being able to pass its sewer system issue, and they are requesting that the County help them acquire suitable property for the sewer facility. This should come about with a trade with the U.S. Forest Service. The City needs to provide the funding needed for this. Mike Maier said he had to sign 91 lay-off letters this morning, which are being sent out.
