2017-777-Minutes for Meeting February 23,1998 Recorded 11/15/2017Recorded in Deschutes County CJ2017-777 Nancy Blankenship, County Clerk Commissioners' Journal 11/15/2017 12:53:09 PM Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION February 23, 1998; 10:00-11:45 AM. A meeting of the Board of County Commissioners was held on February 23, 1998. Commissioners present were Nancy Pope Schlangen and Bob Nipper; Commissioner Linda Swearingen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. An annual report and work plan from Four Rivers Vector Control District regarding past, current and future projects. The State Department of Fish & Wildlife and the Department of Health have already approved the plan. Discussion of bids on the Fairgrounds project. This conversation was put off until later in the week. Discussion of a public hearing on Ordinance 98-022, amending the Redmond Area Urban Comprehensive Plan. A lengthy discussion occurred regarding why Redmond does not have plans for a bypass. This is greatly needed there. ODOT and the City came to an agreement to do further work on this idea, but that they needed to get what they already have agreed to regarding transportation issues adopted and in place. Discussion of Regional Problem Solving issues. Discussion of an exchange of real property with Cascade Pumice Corporation, which will involve adding access points and lot line adjustments. (Staff referred to a map.) This is a complicated issue, with the County and Habitats for Humanity in Redmond and Bend involved. Staff advised that they have had two parcels ready for some time for Newberry Habitat for Humanity in La Pine, but they say they are set there for about three years. Commissioner Nipper asked what is going on with Bend Aggregate. Property Management staff said they are not involved in this. Community Development staff indicated that there is some work going on with this issue. They are not selling their property, per rumors that Mr. Nipper had heard. Discussion of a public hearing regarding amendments to the Sunriver comprehensive plan. Staff said that there are some minor changes that were omitted that need to be included. This is housekeeping in nature. Some of it has to do with the siting of the post office and the State liquor store, and this is the reason for the public hearing. A lengthy discussion then ensued. Discussion of establishing several speed limit zones in parts of Deschutes River Woods. Discussion of approval of snow plowing services on Skyliner Road. Discussion of establishing a speed limit zone in portions of the La Pine Industrial Park. Discussion of a study regarding emergency exits out of various subdivisions. Commissioner Nipper asked what areas are affected. Staff said there are four in the south part of the County, plus Deschutes River Woods. They worked on Lazy River South years ago but could never make any agreement on where the access point would be. Most of this involved privately owned land, and no one wanted to cooperate. This is being addressed again as part of Regional Problem Solving. They have not made any real progress on most of these emergency access issues, but feel that DRW is the most important for safety reasons. However, they are not making much progress with the railroad people. Staff finally went to legislators to get a letter to the railroad, in an attempt to get this rolling. They had to fly out railroad representatives from Texas to address this. There is no local representative. Commissioner Nipper brought up the issue of Road 45, to Mt. Bachelor from Sunriver. Commissioner Swearingen has said that she was going to convince Mt. Bachelor to commit to part of this, since they benefit from that road being improved more than anyone. So far they have stonewalled everyone regarding any kind of commitment. The Forest Service is asking about this, as well as people in Sunriver. Staff said if this happens, the people making the forest highway program decisions would move this up in their priority list. Discussion of approval of a contract for in-house training for the 9-1-1 County Service District. Staff said that there have been some conversations regarding vacancies for dispatchers, and they are starting to address it with some additional training, as recommended by the 9-1-1 e -board. They will be including some targeted questions in the interview process, and testing for stress resistance. Commissioner Nipper still feels that some of the employees are using this for a training ground for a career in law enforcement later. He suggested hiring someone to teach dispatching technique instead of relying on current staff to do this. He asked if they could work with COIC regrading retraining programs, and maybe some displaced people could be retrained into this kind of work. Staff said they have been meeting with various agencies in this regard. Not very many people are suited to this kind of work, unfortunately, and they don't want someone who is just looking for a job in a hurry to pay their bills. They will be looking for other jobs in some cases. They have to meet the personality profile for this kind of work. Commissioner Nipper would like to see them reach out and try to hire people who are blind. Commissioner Schlangen said that staff has been very responsive and is gathering appropriate information from other agencies, and working with the 9-1-1 e -board as well. Discussion of the second reading and adoption of the animal control Ordinance changes. Discussion of signature of a Resolution allowing the Sheriff to enter into intergovernmental agreements for psychiatric services in the jail. Discussion of approval of the adoption of an Ordinance amending wording regarding the urban and rural areas of the County. Discussion of approving amendments to an agreement to a subgrant for the Commission on Children & Families regarding Title 7 funding. This has to do with across-the-board reduction of funding from the State. Discussion of approval of the adoption of an Ordinance regarding exemptions from Chapter applicability. This is a housekeeping item. Discussion of approval of a County petty cash policy. Discussion of approval of an Order transferring appropriations within various funds. Discussion of approval of an Order authorizing tax refunds. Discussion of actions taken to reduce the levy per the State legislature's instructions. Commissioner Nipper indicated that he still doesn't understand the bill and its ramifications. A lengthy discussion ensued. Discussion of Awbrey Butte transmission tower leases. It was felt that the towers should only be used for public safety reasons and that Oregon Public Broadcasting is not doing its share in supporting the work that has to be done on this particular issue. The City of Bend has not been very helpful in dealing with this issue. A lengthy discussion took place.
