A meeting of the Board of County Commissioners was held on February 2, 1998. Commissioners present were Nancy Pope Schlangen, Bob Nipper and Linda Swearingen. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; the media, other staff and a few interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of the 9-1-1 County Service District board and a problem with its high turnover rate in dispatch; 50% in a year's time. The e -board and other agencies have given suggestions. They hope to meet with the supervisors and management, as well as the key players, to develop a profile for what might be the ideal candidate for 9-1-1 dispatchers. Transcription of Audio Recording of a Work Session, February 2, 1998 Page 1 of 5 Commissioner Nipper doesn't think they need a study done at a cost of $4,100, and feels they can figure it out on their own. The problem is that they are hiring people that are using the position for a training ground and stepping stone to getting into law enforcement. They need to hire people who will want to stay with what they are hired to do. This may mean changing age brackets or other things, to hire people who don't want to go into law enforcement. Commissioner Swearingen agreed. She doesn't think they need a study to figure it out. The department head should be able to make this determination based on exit interviews and industry standards. There should have already been long discussions with management and others to figure out why employees are leaving at such a high rate. Staff said that they often say they are not being paid enough to do the kind of work they are faced with. Commissioner Swearing stated that industry standards should show whether this is accurate. Mike Maier stated that he has contacted other agencies that have dispatch centers, and they also have a high turnover rate. Staff indicated that 25% turnover is typical of the industry. Some people have moved on to law enforcement. But that was three out of fourteen people. They are at a loss to come up with one specific reason why there is such a high turnover rate. Staff would like to hire a consultant who examines this kind of thing in a variety of industries to pin it down. Commissioner Nipper said that there is a Personnel Director, a County Administrator and a Department Head that should be able to figure this out. They need to identify the specific problems so they can be properly addressed. They also know the age brackets of the people. Commissioner Schlangen said that the Director is going to have a problem going back to the e -board without some kind of support, because they have decided that the study is what is needed at this time. Discussion of signature of Resolution 98-002, vacating portions of a public road right of way regarding the Hillcrest subdivision, Phase II, in Redmond. Discussion of a Skyliner Road study. This has just begun, with the cooperation of ODOT. They are doing a road count to find out if there is the possibility of putting a speed limit there sometime soon. There have been several serious accidents along that road. Discussion of the secondary egress route out of Sundance Ranch. Road staff said that there is a possible route for a cinder road across Forest Service land and an easement between two parcels, but there hasn't been the time to deal with it yet. It would have to be a gated emergency access only, because once you put in a road, it is hard to keep people from using it. Mr. Maier stated that there are a couple of ways out of there now. He was advised they are rough trails only suitable for 4 -wheel drive. He suggested they look at improving those rather than starting out with some new idea. There is access off Arnold Loop as well as Horse Butte Road. A lengthy discussion then ensued. Staff said a more critical need for a secondary emergency exit is in Deschutes River Woods. They are working with Burlington Northern Santa Fe railroad on this issue. There are also a couple of subdivisions in the greater La Pine area that definitely need additional access points. Discussion of signature of a contract for a communications system and wiring at the Sheriff's new facility. Discussion of approval of the employee public information policy. There was a lengthy conversation. Commissioner Nipper would like to have the Commissioners be more visible to the public, especially in election years. He would like the County to have a kiosk in the shopping mall. It was pointed out that it would be hard to get it manned on a consistent basis with volunteers, especially on weekends. Discussion of approval a County petty cash policy. Discussion of how the Board should handle tax refunds based on newly passed legislation. The Board has asked the legislative body to see a confirming decision from the Attorney General, supporting what the legislative revenue counsel has indicated. Discussion of a study that says the average visitor uses 1.5 gallons per visit. Commissioner Swearingen would like to know how many flushes and glasses of water this translates to. She feels that 1.5 gallons is a lot. Discussion of Justice Court and a memo sent to Ernie Mazorol, the Court Administrator regarding the handling of traffic cases by municipal court. It will save a lot of the court's time and staffing. This will be a service to the public as well, so people don't have to travel to Bend for this reason. Mr. Maier will form a committee to pursue this, starting out with a location in Sisters. A lengthy discussion of upcoming labor negotiations with AFSCME union representatives. Cost estimates to do this came in at $199,000. Most of this is mechanical and electrical. They were going to do a long-term plan but have not had a single meeting in that regard. They have spent $65,000 but voted to not do anything more at this time. They have not developed a long -ranch plan for the District. In the meantime, the OSP dispatch center is spending a lot of money remodeling where they are. A lengthy, heated discussion then took place.
