DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 25, 1999; 10:00-12:15 PM.
A meeting of the Board of County Commissioners was held on January 25, 1999.
Commissioners present were Dennis Luke, Tom DeWolf and Linda Swearingen.
Also in attendance were Rick (sham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of signature of Policy 014-99, regarding recommendations resulting
from the recent financial audit done by the outside auditor. Marty Wynne
provided a lengthy overview of the recommendations, and new Commissioner
Dennis Luke had a lot of questions.
Discussion of signature of Resolution 99-002, a routine transfer of appropriations
within Community Justice. Commissioner Luke had questions, so Mike Maier
provided an explanation.

Discussion of approval of Resolution 99-003, a request from the Library District to
increase petty cash for each branch to $100.
Discussion of signature of two Orders authorizing the refund of taxes. Mr. Wynne
said that this usually has to do with people overpaying their property taxes, or not
taking the discount for paying them early.
The Board instructed that these kinds of refunds do not need to come to them on
the agenda; they wish to authorize the Finance Director to approve them and
include them as part of the Board of Commissioners' approval of the 'bill bag'
each week.
Discussion of the annual update and plan provided by the Four Rivers Vector
Control District. Commissioner Luke moved approval of the plan, contingent
upon the approval of the Department of Fish & Wildlife and the Oregon Health
Department. Commissioner DeWolf said he would rather wait until the
Wednesday business meeting to hear the presentation first.
Discussion and a presentation of the CERT Northwest Investment Initiative and
the 1999 priority list. Susan Mayea introduced the representatives, who
explained what CERT is and the priority list.
This process was developed to try to mitigate the loss of jobs from the timber
industry, based on the spotted owl crisis. It turned out to be a much bigger issue
than just the owls.
This has been handled locally by COIC, and has resulted in about $50 million to
the four central Oregon counties. The application process has become more
complicated over time. There is no new funding for this federal fiscal year, but
they need to develop the list for the coming years.

Commissioner Luke complained that he did not get the information ahead of time
so he could review it. Commissioner DeWolf complained that this looks like just
another layer of government.
Discussion of approval of an agreement with the Terrebonne domestic water
district for grant administration services. Susan Mayea said that the district has
asked the County to administer the second phase of the construction grant. The
County applied for the block grants and administered the first one, which is
almost completed.
Discussion of approval of Resolution 99-008, declaring surplus property and
transferring said property to the Community Dispute Resolution program.
Discussion of approval of agreements with Community Justice. Dennis Maloney,
Director of Community Justice, provided an overview of the item. There is a
request for proposals involved rather than a sole source justification.
One item has to do with a private -public partnership with Jeld Wen Corporation
and another with Brooks Resources. This will be for Opportunities Unlimited,
sponsored by Jeld Wen.
The second agreement has to do with a Habitat for Humanity home that will be
constructed by Brooks Resources. They are prepared to sponsor an additional
home after the first one is complete.
The concept has to do with service -based mentoring. Habitat will provide
supervision and adequate insurance since they will be working with juvenile
offenders.
The two new Commissioners asked for more time to look over the information,
until sometime next week. They had a lot of questions that required a lengthy
discussion.

Discussion of approval of proposal for a transportation enhancement project in
the Terrebonne area. This includes sidewalks, curbing, bike lanes and some
illumination of various major intersections in the downtown core area of
Terrebonne. It uses federal funds with a local agency match of just over 10% of
the cost of the project. It can be cash or services, such as engineering.
All of this was identified in the Terrebonne Community Plan as important
improvements.
Discussion of approval of a contract with the Family Resource Center for
Countywide parent training. Scott Johnson explained the item and the funding
sources for the Commission on Children & Families. Much of this funding is
available due to the hard work of Dennis Maloney. Mr. Johnson spoke at length
about the program.
Discussion of approval of a request for travel request for staff to attend a program
called EMDR. Frank Moore of the Health Department gave a lengthy explanation
of the program and how it works, and how it is funded. It has a lot to do with
trauma or PTSD situations.
Discussion of approval of an out of state travel request for Kevin Furlong to take
an IBM class in Seattle.
A lengthy discussion with Ernie Mazorol, Court Administrator, and Judge Steven
Tiktin, regarding the Family Law Advisory Committee and its plan. The legislature
requires that every county have this Committee in place to consider how the
Courts coordinate and provide services for domestic type cases.
Judge Tiktin went into great detail regarding recommendations in the plan and
how they might be implemented.

Discussion of appointments to the Central Oregon Economic Development
Council. Mr. Luke pointed out that the Council needs someone to represent
Sisters. Stuart Whitesmith (?) has offered to participate. Tom Anderson of CDD,
although new at the County, has indicated an interest as well. The Board was
supportive.
Discussion of the formation of the new Dog Control Board of Supervisors. They
are now ready for their first hearing.
Discussion of approval of the annexation of new territory into the Beaver Special
Road District, in the La Pine area.
Discussion of approval of the annexation of Sunset View Estates in Bend into Rural
Fire Protection District #2.
Discussion of approval of a liquor license application for Lost Tracks Golf Course.
There was a long discussion as to whether or when the Board can actually deny
approval.
Discussion of approval of an agreement to allow Avion Water Company to expand
its services to the north and east parts of Bend.
Discussion of approval of sanitation inspections for Meadowlark Manor, which
has been added to the list of locations to be inspected, similar to others like the
schools and J Bar J Boys' Ranch.
Discussion of approval of a lease for a Quonset hut by Cascade Heating
Specialties. The building is now vacant. It has been identified as a potential
exchange property for the new Health and Human Services building.
There was a lengthy discussion about the terms of the lease and the future of the
property in question.
