A meeting of the Board of County Commissioners was held on February 1, 1999.
Commissioners present were Dennis Luke, Tom DeWolf and Linda Swearingen.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing on remonstrances regarding the Hereford Road
Local Improvement District. Staff said they have only gotten one response against
it.
Discussion of a public hearing regarding the Paiute Road local improvement
district, in Deschutes River Woods. There were no negative responses.

Discussion of approval of a renewal of a contract with Express Personnel Services
for temporary help. This is for the hiring of seasonal flaggers and maintenance
workers.
Discussion of the final hearing and approval of annexing a portion of Lower Bridge
Estates into Rural Fire Protection District #1. Support of this annexation is
unanimous.
Discussion of approval of a letter of agreement with restorative services
accountability program regarding mentoring for Habitat for Humanity. Dennis
Maloney provided an overview of the history of this item. Because it took so long
in view of the County's new RFP process, the amount will not be as much as it
started out to be.
Discussion of approval of a proposal for cognitive training services.
Discussion of approval of an agreement with the City of Sisters for youth services,
to keep children out of the criminal justice system.
Discussion of approval of an agreement for the HTE financial software system.
Discussion of approval of a new contract for handling pagers and cellular phone
calls.
Discussion of the HGE Corporation's study on wastewater issues in southern
Deschutes County; in particular, the newly developing area between La Pine and
Wickiup Junction.
Commissioner DeWolf demanded to know why the BOCC fund is about $15,000
over spent for the fiscal year. Commissioner Swearingen said that decisions were
made to spend certain funds in certain areas, before they knew what the
beginning net working capital would be.
A lengthy discussion of a complicated exchange of properties involving private
parties, Central Oregon Irrigation District and the State, and the Smith Rock State
Park area. Commissioner DeWolf asked that documents be written more simply
without so much legalese.

Mike Maier explained at length the details of the early retirement offering
program for employees.
Discussion of upcoming meetings, and of two Commissioners' planned visits to
legislators in Salem.
