DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
February 9, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on February 9, 1999.
Commissioners present were Dennis Luke, Tom DeWolf and Linda Swearingen.
Also in attendance were Rick (sham, County Counsel; County Administrator Mike
Maier; the media, other staff and a small number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of requirements for woodstove change -outs and clean air issues for
the City of Bend and the County. Staff explained that Bend's air quality is
degrading, and in twenty or thirty years will be a lot worse. Most of this is from
vehicle emissions and particulate matter from wood burning devices.

Staff shows slides of the changes over the years. Some is due from natural dust,
but some is from dirt roads and industry. The area needs to start making some
incremental changes.
There was a lengthy and somewhat lively discussion on various ways to cut down
on air pollution.
Discussion of approval of the removal of the reversionary clause on three parcels
to benefit the Bend Metro Park and Recreation District.
Discussion of the appointment of Dave Leslie as the County's representative on
the Deschutes Province Advisory Committee. This group looks at federal
proposals and how BLM decisions affect the County.
Discussion of approval of the award of a contract regarding the architect for the
construction of the La Pine Library. There were eight proposals submitted, which
were reviewed by people from La Pine and staff. There was a lengthy discussion
about the financing part of the Library project.
Discussion of approval of the GIS software agreement, which allows the County to
link its existing GIS to the database, so various departments and partners can pull
it up on the internet.
Discussion of approval of two Ordinances and a decision of the previous Board on
the Dan Kiesow land use application. This involves land adjacent to the public
safety facility. Damian Syrnyk gave a long explanation for the benefit of the two
new Commissioners.
Commissioner Swearingen complained that this was decided last summer, and
wondered why it has taken so long to get it before the Board again to finalize the
process.
Commissioner DeWolf complained that the emergency clause was not relevant in
this case. County Counsel went into a long explanation of how this works.

Discussion of approval of a deed per Order 98-204, regarding two ten -acre parcels
in Alfalfa. This is part of the exchange to benefit the Becky Johnson and Human
Services project fund. This will create a single legal parcel that can go back on the
tax roll.
Discussion of approval of Ordinance 99-006, amending Code, chapter 23, the
Library District. This replaces the Board appointed board of directors with an
appointment of the District's governing body. This is in anticipation of the
transfer on June 30 as to who will make the advisory decisions for the Library
District.
Discussion of agreement of an intergovernmental agreement with Sisters. Mr.
(sham said he does not think this is going to be ready for this week's Board
business meeting.
Discussion of signature of documents for an environmental indemnity agreement
regarding closing the Redmond tennis courts property.
Discussion of a legislative concept to address Deschutes Basin groundwater
issues.
Discussion of approval of recording an existing site lease for antenna sites located
on Awbrey Butte.
Discussion of approval of documents relating to special districts, by emergency
due to a Department of Revenue action. This has to do with the annexation of
the La Pine sewer district.
Discussion of signature of Order 99-010, transferring cash among various funds in
the current budget.
Discussion of approval of Orders authorizing the refund of taxes.
Discussion of approval of a liquor control license application for Bend Golf and
Country Club.
