March 29, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on March 29, 1999.
Commissioners present were Dennis Luke and Tom DeWolf; Commissioner Linda
Swearingen was out of the office. Also in attendance were Rick Isham, County
Counsel; County Administrator Mike Maier; the media, other staff and a large
number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing on Order 99-040, relating to the intent to complete
legalization procedures on a portion of Ward Road, to correct inconsistencies in
the County's legal description. George Kolb indicated that it has been surveyed
and adjacent property owners have been advised.

Discussion of the presentation of a statement by the Board of County
Commissioners asserting the need for additional affordable housing in the
County. There was a lengthy discussion of the item.
Commissioner DeWolf is concerned that there are many groups trying to focus on
the problem, but they don't seem to work together or show any sign of
cohesiveness. Commissioner Luke said he tried to get involved as a builder, but
was not invited back.
Discussion of approval of the award of a contract for the construction of the
Paiute Circle local improvement district.
Discussion of approval of an intergovernmental agreement to provide radio
systems communications (tower usage) to the City of Bend Police Department.
Sue Brewster and Sheriff Greg Brown gave an explanation of the item. Eventually
this should connect all law enforcement agencies throughout the Central Oregon
region.
Discussion of approval of the 9-1-1 County Service District's contract for a new
dispatch system. Staff provided an explanation of the software and hardware
issues.
Discussion of approval of Resolution 99-057, regarding the adoption of the Fire
Protection Code by La Pine Rural Fire Protection District. Staff spent some time
pointing out that this is not legal for the District until the County adopts the
Resolution.
Discussion of approval of Resolution 99-028, to appropriate new grant funds from
the Oregon Health Division. These are numbered 4, 5, 6, 7 and 8, going back
probably until last September. Staff went into a long, complicated explanation of
where the funds are coming from and what services they are meant to provide.

Discussion of approval of a resident to serve on the Forest View Special Road
District.
Discussion of the appointment of an individual to the Historic Landmarks
Commission.
Discussion of first reading of an Ordinance regarding the COLES agreement, as the
governing body of the Black Butte Ranch County Service District.
Discussion of approval of an Order refunding taxes.
