Commissioner Baney's absence excused. Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Laura Skundrick, Board Assistant Secretary. Two members of the public were in attendance, and no representatives of the media. CALL TO ORDER: Vice Chair DeBone called the meeting to order at 10:01 AM PLEDGE OF ALLEGIANCE CITIZEN INPUT: Phyllis Hinton approached the Board regarding Public Safety, explaining she brought photographs to show Commissioners. County Counsel Doyle interjected and explained there is a current pending lawsuit with Ms. Hinton. He expressed concern about the board interacting with a represented party who does not have her attorney present. County Counsel Doyle advised it is not appropriate to discuss this matter at this time, at this meeting, without all representation present. HENDERSON: Move approval of Consent Agenda Items 2, 3, and 4. DEBONE: Second. VOTE: HENDERSON: Yes. DEBONE: Vice Chair votes yes. Motion Carried BANEY: Absent, excused. Consent Agenda Items: 1. Consideration of Signature of Resolution No. 2017-051, Correcting Identified Territory to be Considered for Inclusion into the Bend Enterprise Zone 2. Approval of Minutes of the September 20, 2017 Work Session 3. Approval of Minutes of the September 25, 2017 Business Meeting 4. Approval of Minutes of the September 25, 2017 Work Session 5. Approval of Minutes of the September 27, 2017 Business Meeting 1. Commissioner Henderson asked County Counsel to explain specific changes to this amended map. County Counsel Doyle explained nothing was removed, but several locations were added. He suggested that Kip Barrett, EDCO Bend Manager, come to the afternoon work session to present the specific changes in their entirety. Commissioner Henderson agreed. ACTION ITEMS 6. Consideration of Signature of Document No. 2017-651, Bargain & Sale Deed for Donation to Bend Area Habitat for Humanity Mr. Lewis explained that this item was previously approved by the board, but had since had several procedural legal issues needing to be resolved for the property to be correctly conveyed. The recommendation is now to move forward with this donation. Mr. Scott Rohrer, Executive Director for Habitat for Humanity, explained this donation means a great deal to Habitat for Humanity, because the cost of land has remained their largest barrier since the great recession. This donation helps to build this house, but also helps to afford and build a second home. To have the support of the county and city means a lot. Commissioners DeBone and Henderson thanked Mr. Rohrer for the opportunity, and asked their schedule for building. Mr. Rohrer summarized they plan to begin in the spring and complete the build about three months after that. Commissioner Henderson expressed his interest in having Mr. Rohrer involved in conversations about affordable housing to gain his perspective on the issue, and also to hear what else Habitat is working on. Commissioner DeBone suggested having Mr. Rohrer visit a future work session, to which he enthusiastically agreed.
