A meeting of the Board of County Commissioners was held on January 24, 2000. Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of an evening public hearing regarding a plan amendment and zone change, including urban growth boundary expansions, that involve properties located outside the City of Sisters. There are two applications; one for Sisters School District, and the other for Barclay Meadows. Representatives of the City has asked the Board to support approval of these applications. The Hearings Officer had recommended denial because of potential conflicts with residential properties and transportation issues. Discussion and consideration of signature of Order 2000-001, accepting the engineer's report on the proposed vacation of a public road (Wilt Road), and setting a hearing. The City of Sisters Fire Department has indicated that the road is acceptable for access purposes. Discussion of signature of Resolution 2000-008, authorizing the issuance of local improvement district bonds. Tom Blust said this will replace interim financing from the past three years. Two are in Deschutes River Woods, and one is in Whispering Pines. Discussion of signature of Order 2000-019, surrendering certain County roads (19th Street and 2" Street) to the City of Redmond. Discussion of signature of Order 2000-015, accepting the engineer's report and directing a mail poll for the proposed Tallwood Court Local Improvement District. About 90% of the property owners support this LID. Discussion of signature of Order 2000-021, establishing a speed limit on Sunrise Boulevard, off Burgess Road in La Pine. Commissioner Luke asked if the County has the ability to do photo radar shots. Mr. Maier said this can happen only within incorporated areas at this point. Commissioner Luke asked about the flashing light that was installed on the highway at Brothers. Gary Judd explained that this was installed by the State Department of Transportation. Discussion of signature of Order 2000-018, accepting a petition and setting a hearing on the annexation of territory into the Sisters- Camp Sherman Rural Fire Protection District. Tammy Credicott of Property Management explained the item. This is part process to secure properties in the New Neighborhood in La Pine as part of the Regional Problem Solving project, as well as the new archives building, and the Rainbow House. County Counsel clarified that the projects need to be identified as possible recipients of these funds. Commissioner Swearingen wants the Health & Human Services building project and the Becky Johnson project added to this list, since they are already approved. Counsel advised that there is not a direct connection between the projects and the bonds at this point. They want to wait for this because they might be able to get a lower interest rate. The intent is to finance these at 8%, which will mean fewer properties would need to be sold. Discussion of signature of Order 2000-020, authorizing the sale of real property (Arizona Avenue property) to Mark McKinley. Discussion of signature of Order 2000-022, authorizing the exchange of real property (Alfalfa properties and Gribbling Road properties) to acquire a project. Commissioner Swearingen said she received a call from Attorney Paul Speck in regard to John Hamilton, relating to the Gill property. Rick (sham explained the issue, which seems to be a conflict with abutting property owners and whether various properties can be split. This happened in part because the County erred when it thought that the property in question had not changed hands, when it did. It had not yet shown up on property records. Discussion of an Order authorizing the sale of real property (Greenwood Avenue in Bend). Discussion of signature of offers to purchase property within the La Pine Industrial Park. Susan Mayea gave an overview of the offers, and added that La Pine Industrial Group is supportive. At this point, the County is out of appropriate land in the Park. There was a long discussion about including a right of first refusal clause. Discussion of signature of Resolution 2000-009, declaring a County -owned vehicle (a pickup truck) as surplus property, and transferring said property to the Sisters Organization for Activities and Recreation (SOAR) program. Discussion of signature of a modified intergovernmental agreement with Accountable Behavioral Health Alliance (ABHA). Discussion regarding a possible new program, a relief nursery, which would require matching funds. Discussion of ratification of a sublease agreement between Deschutes County and the Pot of Gold Thrift Shop for mental health patients. Staff indicated they did a site visit, and explained various requirements. This is a temporary location at this point. Discussion of signature of Resolution 2000-003, transferring appropriations within various funds of the 1999-2000 budget, and directing entries. Discussion of signature of Order 2000-010, authorizing the refund of taxes to certain taxpayers.
