A meeting of the Board of County Commissioners was held on February 7, 2000. Commissioners present were Dennis Luke and Tom DeWolf. Commissioner Linda Swearingen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; other staff and a few interested citizens. No representatives of the media were present. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of a presentation on a proposal to establish Justice Courts in Deschutes County, and signature of Order 2000-023, initiating the formation of Justice Courts. Mike Maier stated that the City of Bend is interested in this as well, as they want to get out of the municipal court business. However, the change needs to happen legislatively at the State level. Commissioner DeWolf stated that they would need to do a cost -benefit analysis to determine if having one that moves around to the different communities in the County would be cost effective. There was a lengthy discussion about the pros and cons of this proposal, and how to proceed. It will be discussed at length at the next Board business meeting this week, when Sheriff Greg Brown and staff from the Sheriff's Office will be present to answer questions. Discussion of approval of a supplemental budget request for a new allocation of funds to open and operate a Health Department clinic in Redmond. Dan Peddycord explained that this clinic will be located at the Becky Johnson Community Center as of April 1, and talked at length about the services to be offered and how it will impact what they do in Bend. Discussion of signature of Resolution 2000-011, establishing a $5.00 fee for lost document searches conducted by employees of the Victims' Assistance Program. Commissioner DeWolf voiced concerns whether this is a reasonable amount to charge. Discussion of the Barclay Meadows decision. Commissioner DeWolf said he did a site visit, and has come to certain conclusions. He wanted to know what he should submit for the record at this time. Bruce White provided a lengthy explanation of what should be done. Mr. White said that the applicants have asked for a continuance due to ongoing meetings with the City of Sisters, especially regarding potential transportation issues. Transcription of Audio Recording of a Work Session, February 7, 2000 Page 2 of 4 Discussion of a continuation of a public hearing to consider an appeal of the Hearings Officer's decision regarding a conditional use permit for a non-farm dwelling on a three -acre parcel that would be created by a partition of the 39 - acre parcel (applicant: Daniel Kiesow). Discussion of signature of Order 2000-005, transferring cash among various funds in the current budget, and directing entries. Discussion of signature of Resolution 2000-004, transferring appropriations within various funds of the current budget, and directing entries. Discussion of signature of letters reappointing Craig Lacy, Bob Bridgeford, Rod Bonacker, Kyle Gorman, Ray Clarno and Steve Fitzgerald to the Upper Deschutes Watershed Council, through January 31, 2002. Discussion of signature of a letter appointing Viviane Simon -Brown to the Upper Deschutes Watershed Council, through January 31, 2003. Discussion of a request by the Deschutes County Historical Society for a Commissioner liaison. Commissioner DeWolf wants more information on what is expected. Discussion of upcoming meetings, include the administration liaison that takes place later today. Discussion of the potential sale of the Fryrear Road eighty acre parcel. There was some interest. Steve Scott will bring in the listing agreement if this is going to be sold. There was a minimum bid of $330,000, with terms available if desired by the buyer. The appraisal came out at the same number. This will include a lot of record dwelling permit.
