A meeting of the Board of County Commissioners was held on May 24, 1999. Commissioners present were Dennis Luke and Tom DeWolf; Commissioner Linda Swearingen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a large number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of approval of a proposed exchange of property with Bend Metro Park & Recreation District. Rick (sham indicated that there is equal or greater value in the properties that the County would be receiving, when compared to what the County is releasing. Discussion of approval of a Resolution supporting the Oregon Comprehensive Emergency Management Act. This is tied to Senate Bill 31, which is still being considered by the Legislature. A lengthy conversation took place between the Board and staff. Discussion of approval of the award of a contract for construction of a skid pad. Tom Blust provided an overview of the item. This is for putting in base rock and paving the area. There is a lot of interest in the community, and perhaps other agencies, schools and various entities can be a part of this type of training. They will get the Sheriff's Office and other County employees through the training process first, and then possibly expand it. Discussion of bids for the construction of the roads within the Hereford Local Improvement District, which is inside the Whispering Pines subdivision. Discussion of approval of a personal services contract for Hearings Officer services. Discussion of approval of the selection of recipients of Community Dispute Resolution program funds. There was only one applicant. Discussion of consideration of two offers for property in the La Pine Industrial Park. Susan Mayea said one is for parcel #4, from Neil Russell, dba Sunwest Concrete, which is an existing local business. They have been operating at the site for two years under a lease. Discussion of appointments of two individuals to the La Pine Cemetery Board of Directors. Discussion of approval of Order 99-096, authorizing the repurchase of tax foreclosed property by Squaw Creek Land and Cattle Company. Jim Bonnarens provided an overview of the item. This will also include signature of a bargain and sale deed. Discussion of approval of Order 99-098, rescinding Order 99-074, authorizing the transfer of real property to the Bend Metro Park & Recreation District, to be used exclusively for public purposes. The Commissioners wanted to wait on approval of this item until there is a meeting with the District to find out what their plans are for this property. Discussion of approval of a request for road dedications for Fair Mile Road near Sisters, as part of a two -lot partition. Discussion of approval of Order 99-099, authorizing the sale of property for the purpose of acquiring property for Health and Human Services and the Becky Johnson building. Discussion of approval of Resolution 99-037, a memorandum of understanding between the County, the Fair Board and the Fair Association regarding an $800,000 loan. There was a lengthy discussion about the Fair Board's hesitation to enter into the agreement, and questions about whether the project was going to be completed within budget. Discussion of the completion of the dedication deeds for the old Fairgrounds site in Redmond. Discussion of approval of Order 99-095, confirming the sale of certain real property through auction. Discussion of approval of an Order authorizing the refund of taxes. Discussion of the award of certificates to members of the Road Department.
