DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 10, 1999; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on May 10, 1999.
Commissioners present were Dennis Luke and Tom DeWolf; Commissioner Linda
Swearingen was out of the office. Also in attendance were Rick Isham, County
Counsel; County Administrator Mike Maier; the media, other staff and a large
number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of the continuation of two public hearings regarding the formation of
no shooting districts. This had to be continued due to an error in the notification
process.
Discussion of the Deschutes Basin water management planning process. Bruce
White provided a lengthy overview of the issue. The Board will be asked to
approve the memorandum of understanding.

Discussion of approval of Resolution 99-036, adopting the Adult Community
Justice biennial plan for July 1999 through June 2001. Roland Gangstee gave an
explanation of what the plan includes, and spoke about the groups that have
endorsed it.
Discussion of the second reading and adoption of Ordinance 99-015, adding a
section to code.
Discussion of approval of the adoption of Policy P-017-99, the Y2K readiness
policy.
Discussion of whether to hear an appeal, A-99-3, the Hearings Officer's denial of a
conditional use permit for Leo Edwards. Kevin Harrison stated that the question
is whether to hear the appeal. If so, the applicant has asked that this be done de
novo.
There was an error in the notice of appeal, which will be corrected. There were
three denials from the Hearings Officer around the same time. Two were not
appealed, so it is the only one eligible for the Board to hear.
Commissioner Luke said that he will support hearing this.
Discussion of approval of Order 99-071, transferring cash among various funds in
the current fiscal year budget.
Discussion of approval of a liquor license application request for the Paulina Lake
Resort.
Discussion of issues regarding Special Road District #1. There has been some talk
about a tax system for the District. There needs to be further conversation
regarding potential options.
Discussion of a State Bill that would make road district board members elected
rather than appointed by the Board, at the option of the County.

A lengthy discussion of the plan and financial summary from the Deschutes
Enhancement and Mitigation Committee, presented by Dave Leslie. He gave a
lengthy presentation of the past, current and future work of the group, with maps
and other information to assist him.
Several other individuals spoke as well, giving specific details about the work of
the group and a large number of projects planned for the future.
