DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 3, 1999; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on May 3, 1999.
Commissioners present were Dennis Luke, Tom DeWolf and Linda Swearingen.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of approval of Order 99-081. Gary Judd explained that this is in regard
to the 35 MPH study on Choctaw Road in Deschutes River Woods. The County
was delegated authority by the State to set speed zones on low-volume roads.
The homeowners' association has requested this.
Discussion of approval of Order 99-060, establishing a speed zone on Shoshone
Road in Deschutes River Woods.

Discussion of signature of Resolution 99-027, initiating the vacation of a portion of
16th Street in Terrebonne. Tom Blust said this is a small parcel next to the railroad
that was left over when platting was done. Also discussed was approval of the
Order causing the vacation of the parcel.
Discussion of whether to hear appeal A-99-3, of the Hearings Officer's denial
regarding the establishment of a non-farm dwelling. Attorney Bob Lovlien has
asked that this be delayed, since he is going to be out of town for a week.
Commissioner Swearingen said she wants to review all of this Hearings Officer's
decisions regarding non-farm dwellings, since she appears to be making much
narrower decisions and interpretation of the law than this Board of
Commissioners wants to support. A long conversation then took place regarding
this potential problem.
There is a strong possibility that the Ordinance covering this needs some kind of
changes made.
Discussion of a development in the urban area on O.B. Riley Road, that is no
longer in the County. It was approved in 1990 and the improvement agreement
and bond need to be assigned to the City now.
Discussion of the decision on an Oregon Land Development appeal. The Board
needs to sign the final written decision.
Discussion of signature of Order 99-091, authorizing the repurchase of tax
foreclosed properties by the last owner of record.
Discussion of approval of granting a right of way easement to PacifiCorp for the
construction of power lines at the new County Fairgrounds.
Discussion of approval of Resolution 99-031, transferring appropriations within
the current fiscal year budget.

Discussion of signature of an Order authorizing the refund of taxes.
Discussion of approval of a request for proposals for an insurance agent of record
for employee benefits.
Discussion of construction of the new County building for Health Services, off 27th
Street. Commissioner Luke had a lot of advice to give on how it should be done,
since he is a former home builder.
Discussion of the potential sale of the old Kidnastics Building to the State
Department of Transportation.
Discussion of the La Pine Water Company and Pat Gisler's ownership and other
rights; and proposed agreements with the County. Commissioner Luke would like
to secure this and then sell it to the District for $60,000, which they can pay back
over time.
Discussion of Dial -a -Ride and how much funding will be granted to the City of
Bend for this service. However, it is not in the County's current budget. The City
wants about $63,000. A lengthy discussion then took place.
