A meeting of the Board of County Commissioners was held on April 30, 2001. Commissioners present were Michael Daly and Tom DeWolf. Commissioner Dennis Luke was out of the office. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; the media, other staff and a small number of interested citizens. Items discussed at this meeting may be on a future Board business meeting agenda. Discussion of a presentation of the annual Skip Franke Alcohol and Drug Abuse Prevention Support Team. This will take place at the next Board business meeting. Discussion of a presentation of the annual Public Health Plan, at the next business meeting. Transcription of Audio Recording of a Work Session, April 30, 2001 Page 1 of 3 Discussion of signature of Resolution 2001-029, in regard to the Forest Receipt safety net funding. Tom Blust explained that the Board needs to decide if it wants the funding, and the percentages to go to Title II and Title III for the Road Department, which is usually 15% per year. The Board also needs to decide how much the split should be between Title II and Title III. Previously this has been a 50/50 split. This decision is typically revisited annually. Discussion of approval of the annual contract for chip seal projects. Roger Olson provided an overview of the item. Discussion of approval of the dissolution of the Building Code Board of Appeals Committee. Discussion of a public hearing on the appeal of the Hearings Officer's decision to deny a Central Electric Cooperative conditional use and site plan application. Chris Schmoyer provided an explanation of the item. This is for a transmission line involving eight poles up to 85 feet tall. The Hearings Officer feels there is not enough separation between these proposed power poles and an existing power line. Discussion of approval of an annual contract to bring in fill dirt to the landfill. Timm Schimke said they get all they can, such as rocks, cinders or dirt, for this purpose. Discussion of whether to close or continue a public hearing on Measure 7. George Read said staff would like to continue this until July 11. By then, they should know where the legislature is on this particular issue. Transcription of Audio Recording of a Work Session, April 30, 2001 Page 2 of 3 Discussion of a public hearing to consider a proposed amendment to Section 18 of Code to limit the types of structures that currently receive an outright exception to the building height standards. George Read pointed out that this could affect flagpoles. He also noted that windmills are not considered an agricultural use so would not be addressed at this time anyway; unless they are used for agricultural purposes. Discussion of a public hearing to consider a proposed text amendment to allow water storage facilities on surface mining sites, where it can be demonstrated that there would be no significant impact to the operation of the mining. The plan is to have this in Deschutes River Woods. It would be out of view but would be for fire -fighting purposes. Discussion of the sale of a land -locked property north of Redmond that has been rescinded by the purchaser, who has the adjacent property. Jim Bonnarens said that they do have another potential purchaser.
