DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
April 12, 1999; 10:00-12:15 PM (3 tapes).
A meeting of the Board of County Commissioners was held on April 12, 1999.
Commissioners present were Dennis Luke and Tom DeWolf. Commissioner Linda
Swearingen was out of the office. Also in attendance were Rick Isham, County
Counsel; County Administrator Mike Maier; the media, other staff and a small
number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion with the La Pine Community Action Team. Members of the group
asked to speak to the Board. The conversation had to do with the potential
incorporation of La Pine.
They asked the Board for a letter of support for a grant that the group is seeking
to be able to do a survey of community members, and also asked for funds from
the County to be in the new fiscal year budget. They need funds for a consultant
to handle incorporation projects.

A lengthy conversation ensued regarding a public information campaign and
other aspects of a potential incorporation into a new city.
The Board talked about their hope that this would happen, but are concerned
about the negative conversations they are hearing from local residents. They are
not optimistic it would pass.
Commissioner DeWolf is concerned about using County funds for a local initiative,
and how to justify this expenditure to citizens in other parts of the County. He
suggested they try to use students at COCC to help with information gathering
work.
Discussion of Ordinances 99-003 and 99-004, changing a plan designation and
rezoning property in the Bend urban area. Wendy Robinson, Associate Planner
for the City of Bend, explained that Dave Leslie has copies of the Ordinances, the
Hearings Officer's decision and the maps. They are requesting an emergency
clause but there is time in any case. The new school is a part of this process for
the developer. A long discussion ensued.
Discussion of approval of a contract between Motorola Corporation and the 9-1-1
County Service District. They hope to be able to have the system be able to
pinpoint cell calls as well as those from normal phones. This is a mandate from
the FCC, which is being addressed on a statewide level.
They also need to be Y2K compliant. There may be grant funds available but the
amount is not yet known.
Ron Meckler of the District gave an overview of the CAD system and the change
order process. The District wanted to be able to have its board approve change
order amounts up to a percentage change, but the Commissioners were not
supportive. They are asking if this can be adjusted instead to allowing them to

approve change orders up to $1,000 as long as it is within the budget as already
approved.
Commissioner DeWolf wants a weekly update from them while these projects are
being developed. There was a lengthy discussion regarding the process being
made.
Discussion of a public hearing on Ordinance 99-013, updating language relating to
destination resorts. Damian Syrnyk advised that staff is not ready for this and
asked for the item to be removed from the business meeting agenda.
Discussion of a public hearing and approval of Ordinance 99-014, regarding a
request from William Smith Properties, Inc. to update the Forest 1 and Forest 2
zone language to allow a type of dwelling called a Targe tract dwelling.
This would allow something that is already allowed through State law. Mr.
Syrnyk gave a lengthy overview.
Discussion of approval of a memorandum of understanding with the Bureau of
Land Management regarding the Regional Problem Solving Program in the La Pine
area. This has to do with environmental surveys and other related processes to
be undertaken.
Commissioner DeWolf had a lot of questions about the concerns regarding
groundwater pollution and nitrates. Many people living in the area disagree with
the findings that have come to their attention. A very lengthy discussion took
place with staff.
Renee Warner of Building Services asked that the County adopt a purchasing
procedure for the entire County.

Each Department should have a designated person to handle the ordering of
office supplies, except for major paper products that Building Services purchases
in bulk. They would like the departments to handle most of this on their own
through a pre -approved vendor, so that orders are delivered directly to the
department and Building Services doesn't have to sort it all out and then deliver
it.
Discussion of approval of a personal services contract for auctioneering services
for the sale of County owned real property.
Discussion of Order 99-043, regarding the purchase of property from Central
Electric Cooperative.
Discussion of a partition and sale of property off Hamehook Road to radio
companies for the installation of towers.
(Per a notation on the audio tape label, and after listening to it, much of the
discussion on this tape #2 was not recorded properly. Went on to tape #3 at this
time.)
Discussion of a de novo public hearing regarding whether to hear an appeal
regarding the High Desert Museum. Staff recommended approval by the
Hearings Officer, but there was some material submitted that may mean the
Board should hear this. Commissioner Luke said he won't vote unless there is a
tie vote. He does not feel there is a conflict of interest, but has a strong opinion
on the issue.
They will try to get Commissioner Swearingen by phone later today to see how
she feels about the issue.
