A meeting of the Board of County Commissioners was held on January 31, 2000.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a Targe number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of status report on a proposed Home Rule Charter, to be presented at
the next Board business meeting.
Discussion of a public hearing and consideration of adoption of the Central
Oregon Community Investment Plan.

Karena Houser of COIC explained that this action is required prior to receiving
regional investment and rural investment fund grant dollars from the Oregon
Economic and Community Development Department.
Discussion of signature of Resolution 2000-006, initiating the vacation of the alley
lying in Block 9 and Block 16 of the Laidlaw subdivision in Tumalo.
Discussion of signature of Order 2000-016, vacating the alley lying in Block 9 and
Block 16 of the Laidlaw subdivision in Tumalo.
Discussion of approval of amended work plans and budget for the Deschutes
County Juvenile Crime Prevention Plan. It was decided this was not ready for a
full discussion.
Discussion of a decision to be made at the next Board business meeting of
whether to accept or deny review of an appeal of the Hearings Officer's decision
regarding an application from Sunray, Inc.
This involves a variance to the minimum lot size in the EFU zone, a conditional use
permit for a non-farm dwelling, and a partition to divide a parcel off Rickard Road.
There are two separate owners, which happened years ago, and they are trying to
be able to develop their properties individually. In essence, there are two legal
owners but only one legal lot of record.
There was a lengthy discussion of legal implications and how this kind of thing is
being handled at the State level.
Discussion of a public hearing to be held at the next Board business meeting to
consider an appeal of the Hearings Officer's decision on an application from
Daniel Kiesow for Christine Watson. This is for a conditional use permit for a non-
farm dwelling on a three -acre parcel that would be created by a partition of a 39 -
acre parcel into two parcels.

Discussion of approval of Ordinance 2000-003, a proposed text amendment to
Title 22, regarding language for Planning Commission review on administrative
decisions.
Discussion of ratification of a water easement granted by Deschutes County to the
City of Bend (Lava Crest East — Dan Kiesow). This is an easement near the new
law enforcement campus.
Discussion of signature of Order 2000-024, accepting petition and setting a
hearing on the annexation of territory into Rural Fire Protection District #2. This is
the Windlinx property located near the High Desert Museum.
Discussion of signature of an intergovernmental agreement with the Crook -
Deschutes Educational Service District (ESD) regarding a Safe Schools Initiative
grant.
There was a long discussion with staff regarding recruitment efforts, and the
hiring of additional employees to handle the demands of this grant and other
programs.
Discussion of signature of Order 2000-011, authorizing the refund of taxes to
certain taxpayers.
Discussion of the reappointment of William Wilson to the Dog Control Board of
Supervisors, with a term expiration of December 31, 2002.
Discussion of upcoming meetings, including today's administrative liaison.
Discussion of whether to set dates and times specifically to accommodate land
use hearings, possibly in the evening hours, outside of the normal Board business
meetings.
