A meeting of the Board of County Commissioners was held on June 5, 2000.
Commissioners present were Dennis Luke and Tom DeWolf. Commissioner Linda
Swearingen was out of the office. Also in attendance were Rick (sham, County
Counsel; County Administrator Mike Maier; the media, other staff and a few
interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
A presentation of the work being done by the Resource Conservation and
development Councils. Jeff Rola of Deschutes Soil and Water Conservation
Distract gave an overview of the groups involved, including the USDA, Wy'East,
and EcoDevo Group. The counties involved are Deschutes, Crook, Jefferson,
Wasco and Sherman.

Commissioners Luke and DeWolf asked for further information regarding funding
sources, how the work of each group differs, and other details.
Discussion of a public hearing to consider a proposal to submit an application for
Community Development block grant funds from the State for the expansion of
the Alyce Hatch Center. Susan Maye said there would be a full presentation at
this week's Board business meeting, but answered a few questions and concerns
of the Board at this time.
Discussion of a presentation and public hearing on proposed revisions to the
agricultural structure exemption policy. Commissioner Luke observed that most
in the agricultural community understand the need for this policy.
Discussion of a presentation of the "Big Cog" Award, recognizing individuals who
have contributed toward the improvement of Central Oregon traffic issues.
Discussion of signature of Order 2000-076, assigning the name of Hurst Lane to an
unnamed road off Ward Road.
Discussion of signature of an intoxicated driver program fund access agreement
with Serenity Lane for Human Services' DUII treatment services.
Discussion of signature of an intoxicated driver program fund access agreement
with Pfeifer and Associates, Inc. for Human Services' DUII treatment services.
Discussion of signature of an intoxicated driver program fund access agreement
with Central Oregon Extended Unit for Recovery, dba Another Road Outpatient
Services, for Human Services' DUII treatment services.
Discussion of signature of an intoxicated driver program fund access agreement

Ranches Special Road District board of directors.
Discussion of signature of a renewal of a grazing lease with Lane Thomas, for
County -owned property off Brosterhous Road, through June 30, 2001. Tammy
Credicott indicated that she is not sure of the distant future of the parcel. The
tenant pays for irrigation costs.
Discussion of signature of Resolution 2000-029, transferring appropriations within
various funds of the fiscal year 1999-2000 Deschutes County budget, and
directing entries.
Discussion of signature of an Oregon Liquor Control Commission License
application for the Black Butte General Store.
Discussion of upcoming meetings, including an administrative liaison and
quarterly meetings with various departments.
Rick Isham said that he is concerned about Department Heads signing lease
agreements without Board knowledge or approval. Even if it is for a small space,
the Board is still required to formally approve any leases. This will be pointed out
to the Department Heads via a memo and also will be discussed at the next
Department Heads meeting.
Commissioner Luke said he is involved with a work group that is discussing the
potential relocation of the Bend Trap Club. He will keep the other Commissioners
informed.
