DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
April 5, 1999; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on April 5, 1999.
Commissioners present were Dennis Luke, Tom DeWolf and Linda Swearingen.
Also in attendance were Rick lsham, County Counsel; County Administrator Mike
Maier; the media, other staff and a large number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of second reading and adoption of an Ordinance at the business
meeting this week. (The Ordinance was not identified.)
Discussion of the sale of property to benefit the National Guard (regarding the old
fairgrounds location), and a meeting that took place at the City of Redmond.

The Commissioners were disappointed that the City has to give this their
approval. County Counsel Rick Isham and staff went into great detail about the
details of the potential sale, which also has to do with the proposed new Fred
Meyer store project.
It was voiced that a big part of the problem is that most of the City Council is new
and they have their own ideas. They need to be educated. This is holding up the
Fairgrounds process. A lengthy discussion took place regarding the project and
obstacles.
Discussion of the new Fairgrounds budget and a variety of issues. Susan Mayea
went over the budgeted items in great detail.
There is some urgency to get the Fairgrounds done, because there are events,
including a graduation, scheduled for June. They also need to acquire stock pens
for the upcoming annual County Fair. Ed Fitch seems to be the source of much of
this City's inability to make a decision in a timely fashion.
There is a hope that they will be able to add an RV park to generate more income,
although this was not a part of the bond issue. It will certainly open up
opportunities for customers who might require that expanded kind of space for
various events and conferences. This also opens up the chance to get State Park
funds. There was a lengthy discussion about what kind of customers would
benefit from this.
There is a great desire by a number of groups to build a racetrack on the
Fairgrounds' vacant property.
There was a discussion about putting in a casino. Staff advised that Warm Springs
and Madras are negotiating on a casino in that area already.
Discussion of the best candidates to be on the Fairgrounds board of directors in
the future.

The meeting was closed at this point since the Fairgrounds discussion took up
most of the allotted time for the Work Session. However, a discussion regarding
the Fairgrounds continued off the record.
