January 10, 2000; 10:00-11:15 PM.
A meeting of the Board of County Commissioners was held on January 10, 2000.
Commissioners present were Dennis Luke, Linda Swearingen and Tom DeWolf.
Also in attendance were Rick Isham, County Counsel; County Administrator Mike
Maier; the media, other staff and a small number of interested citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda.
Discussion of a public hearing regarding consideration of approval of a Resolution
adopting a supplemental budget for Fiscal Year 1999-2000, and making
appropriations. Mike Maier explained the item, which has to do various
Departments.

Discussion of whether to hear an appeal by Daniel Kiesow of the Hearings
Officer's denial of a conditional use permit for a non-farm dwelling, and a
partition for a three -acre parcel out of a thirty-nine acre parcel. Paul Blikstad
showed some area maps and explained the request.
Commissioner Luke said he has a problem with having three homes on this
acreage. Commissioner Swearingen stated that she would be okay with this if one
of the houses is a replacement dwelling.
Dan Kiesow was allowed to speak, and said that the Hearings Officer did not make
a site visit. The land is not suitable for farm use. Mr. Kiesow feels that this is a
normal and customary accessory dwelling. He will work on the application with
Mr. Blikstad.
The Board will decide at the business meeting whether to hear this appeal.
Discussion of approval of a personal services contract with Tia Lewis to act as
Hearings Officer in land use matters, as needed. George Read said Ms. Lewis
would assist Karen Green in certain categories. They have worked out some
details to eliminate potential conflicts of interest, since one of them works for the
law firm of Karnopp Peterson.
Discussion of signature of Order 00-008, establishing and designating a speed
limit on Juniper Road. Gary Judd stated that this is an access road to Cascade
View Estates in Alfalfa. The Road Department can make this designation for roads
with fewer than 500 cars a day traveling on them.
Discussion of accepting an easement from Crossroad Station, LLC, and the
Sunriver Owners' Association due to the installation of a traffic control signal at
Venture Lane and South Century Drive.
Discussion of approval of Resolution 00-001, initiating the vacation of an
easement offered for public access off Wilt Road near Sisters. Bruce White said
this is an unnamed easement.

Discussion of approval of Order 00-001, accepting the engineer's report on a
proposed vacation of a road, and setting a hearing. This was removed from the
agenda until an issue relating to the fire district is resolved.
Discussion of approval of notices of measure election for seven elections on
withdrawals from Special Road District #1. Mr. White said they need to amend
the Board's November decision to add the Jaworski petition. The deadline is this
week to get this to the Clerk.
Discussion of consideration of signature of Ordinance 00-002, implementing
Senate Bill 1148, giving counties the option of allowing for the election of special
road district board members.
For this to be adopted immediately, it requires all three Commissioners to be
supportive. If there is a split vote, it needs to wait until all issues are addressed.
Commissioner Luke wants language in the Ordinance to reverse this at a future
date if the policy changes at the State level.
Discussion of consideration of signature of Order 00-003, transferring cash among
various funds in the current budget, and directing entries.
Discussion of consideration of signature of Resolution 00-002, transferring
appropriations within various bunds of the current budget, and directing entries.
Discussion of signature of Order 00-009, authorizing voucher tax refunds.
Discussion of the Leadership Bend program. Several representatives of the
program spoke about the fact that they will be attending, and the merits of the
program.
Discussion of upcoming meetings, including the administrative liaison to be held
later today.
